About The Position

Jamestown S’Klallam Tribe is seeking a dedicated and experienced Housing Operations & Maintenance Administrator. This is a full-time, in-person position based in Blyn, Washington. In this pivotal leadership role, you will oversee all aspects of our Housing Department—from managing a talented maintenance and construction team to overseeing contractor selection and complex project budgets. You will be the driving force behind our housing services, ensuring that construction and maintenance projects are executed with precision, regulatory compliance, and a commitment to high-quality standards for our Tribal community. Essential Functions Lead and manage the entire Housing team, including oversight of recruitment, training, and ongoing supervision. Collaborate with the SCS Director on departmental/program budgets, project design, scheduling, and cost management. Supervise residential construction and maintenance from initiation to closeout; develop and maintain schedules for all phases and report progress to the SCS Director. Coordinate project meetings with contractors, consultants, and outside agencies; develop clear communication strategies for residents and Tribal staff. Monitor budgets and follow procurement strategies to identify and alleviate potential financial overruns or variances. Oversee bid solicitation, contract negotiation, and auditing of third-party work to ensure compliance with laws, codes, and Tribal/grant procurement policies. Conduct work progress and final inspections to ensure compliance with local, state, federal, and Tribal laws, including Fair Housing regulations, fire codes, and accessibility standards. Design and implement preventative maintenance programs (HVAC, electrical, plumbing, roofing, etc.) to extend asset lifespan and reduce emergency costs. Coordinate with Natural Resources, Planning, and the Building Division while adhering to all JST safety policies and Occupational Exposure Control Plans.

Requirements

  • Bachelor’s degree in Construction Management preferred. (Relevant education, training, or work experience may be substituted).
  • Eight (8) years of construction or related experience, including at least three (3) years in a management or leadership capacity.
  • Comprehensive knowledge of construction processes (new builds and renovations) and expertise in structural/finish work (cabinetry, drywall, roofing, etc.).
  • Ability to manage project costs while ensuring full adherence to HUD grant guidelines, reporting requirements, and compliance protocols.
  • Proficient in construction estimating (labor/material breakdowns) and MS Project.
  • Strong knowledge of Federal, State, and local laws pertaining to the building industry and safety practices.
  • Excellent communication, organizational, and problem-solving skills; ability to work independently with little supervision.
  • Proficiency in Microsoft Office Suite and MS Project.
  • Must have a valid Driver’s License and the ability to travel locally and regionally as assigned.
