About The Position

An independent forum for prompt and impartial resolution of administrative law contested cases involving citizens and state agencies, investigation of alleged unlawful employment practices in state government, and codifying administrative rules. The Office of Administrative Hearings (OAH) is a quasi-judicial agency established by the NC General Assembly in 1985 to provide a tribunal for prompt and impartial resolution of disputes between citizens and certain state agencies. Within OAH, the Civil Rights Division serves as the State’s EEOC deferral agency for employment discrimination complaints and houses the Human Relations Commission, which enforces the State Fair Housing Act and promotes equal opportunity through investigation, litigation, and outreach. The Civil Rights Division is investigative in nature, tasked with conducting thorough, impartial investigations into allegations of discrimination. This includes gathering evidence, interviewing witnesses, analyzing data, and applying state and federal laws to determine compliance. The Division works closely with state and local Human Relations Commissions, as well as other agencies, to ensure enforcement of civil rights and fair housing laws and to provide education and outreach programs across North Carolina.

Requirements

  • Demonstrated experience conducting investigations and analyzing complex data.
  • Strong ability to interpret and apply laws, rules, and legal precedents.
  • Excellent written communication skills for technical report writing.
  • Ability to work effectively with individuals and stakeholder organizations.
  • Bachelor’s degree from an accredited institution and two (2) years of experience, or an equivalent combination of experience, in one or more of the following areas: Law Human resource administration, employee relations, or labor relations Civil rights enforcement, human relations, or law enforcement Social work, personnel administration, or rehabilitation counseling Or related field providing an understanding of property law, human relations, employment law, or investigations OR An equivalent combination of education and experience.

Responsibilities

  • Conduct investigations into allegations of discrimination in housing.
  • Perform pre-investigative activities, develop investigative plans, and gather evidence through interviews, document reviews, and data analysis.
  • Draft requests for information and prepare investigative reports that include findings of fact, legal analysis, and conclusions based on evidence.
  • Apply state and federal laws, administrative rules, and legal precedents to case analysis.
  • Facilitate dispute resolution and settlement negotiations when appropriate.
  • Provide training and outreach on fair housing and civil rights laws to stakeholders, including government agencies, real estate professionals, property managers, homeowner’s associations, and citizens.
  • Collaborate with state and local Human Relations Commissions and other stakeholder organizations across North Carolina.
