About The Position

The Housing Counseling Manager provides strategic direction and hands-on leadership for Community Progress Council’s Housing Counseling and Education team. In this role, the Manager oversees a team of skilled counselors, ensuring high-quality, multilingual, client-centered services that support renters, homebuyers, and homeowners in achieving housing stability. This position is responsible for maintaining full compliance with HUD, PHFA, and all other funder requirements; managing program budgets, reports, and narratives; and driving operational excellence across all service areas. The Manager also cultivates strong community partnerships to expand resources, enhance service delivery, and advance CPC’s mission of empowering individuals and families through sustainable housing solutions.

Requirements

  • Education & Experience: Bachelor’s degree in Social Work, Counseling, Housing Planning, Public Administration, or a related field required; minimum two (2) years of relevant experience preferred, including supervisory experience.
  • Certifications: HUD Housing Counselor Certification required within six (6) months; national homeownership and foreclosure certifications within eighteen (18) months, with ongoing continuing education.
  • Skills & Competencies: Bilingual/bicultural skills preferred. Strong communication, time management, problem-solving abilities, and knowledge of Fair Housing, lending practices, mortgage/servicing processes, and landlord-tenant issues.
  • Technical Skills: Proficiency in Microsoft Office and program databases; ability to analyze data and prepare accurate reports.
  • Work Requirements: Valid PA driver’s license, reliable transportation, consistent attendance, and responsiveness via phone/email.
  • Schedule Flexibility: Ability to work evenings and weekends as needed; may be required to begin the workday at various CPC sites.

Responsibilities

  • Mission Alignment: Demonstrate strong commitment to CPC’s vision, mission, and values.
  • Leadership & Supervision: Hire, train, coach, schedule, and evaluate housing counseling staff; support performance and foster a positive, inclusive team culture.
  • Program & Budget Management: Develop and maintain program procedures and workflows; monitor budgets, approve purchases, and prepare narrative reports for funders.
  • Compliance & Quality Assurance: Ensure adherence to HUD, PHFA, and all regulatory requirements; review services for quality and protect confidentiality of all client and agency information.
  • Service Oversight: Lead rental, pre-purchase, post-purchase, foreclosure/default, credit, and financial literacy counseling; support culturally responsive practices and approve PHFA/HUD billing and compliance submissions.
  • Reporting & Data: Provide timely monthly and quarterly reports; ensure accurate documentation and data entry in compliance with HUD/PHFA standards.
  • Community Engagement: Build and maintain relationships with community partners, lenders, realtors, landlords, and government agencies; represent CPC at meetings, presentations, and events.
  • Strategic Collaboration: Participate in agency planning efforts and coordinate with other CPC programs to strengthen client-centered service delivery.
  • Operations & Improvement: Maintain program facilities and resources; support ongoing improvement initiatives and special projects to enhance program performance.
