About The Position

The Finance Budget Analyst provides fiscal grants management, including professional technical assistance, preparation, and monitoring related to departments budget, all fiscal matters related to Housing Urban Development (HUD) grant, audits, and federal regulations while ensuring fiscal integrity of operations.

Requirements

  • Two years of professional-level finance experience in budgeting, auditing, government finance, or grant accounting
  • Bachelor’s degree in Business Administration, Accounting, Finance, Public Administration, or related field
  • Must possess or have the ability to obtain a valid Arizona driver’s license by the time of hire
  • Must secure a Level 1 Fingerprint Clearance Card through the Arizona Department of Public Safety
  • Must obtain Maricopa County Certified Agency Procurement Aide (CAPA) certification within two months of hire

Nice To Haves

  • Experience in public sector or non-profit accounting or budgeting environment with specific experience in budgeting, auditing and grants accounting.
  • Experience and knowledge of HUD grant programs, to include: HOME Investment Partnership Program HOME Investment Partnership Program- ARPA Community Development Block Grant Community Development Block Grant-COVID American Resue Plan (ARPA)
  • Experience and knowledge of Integrated Disbursement & Information System (IDIS)

Responsibilities

  • Assists with the preparation and submission of the HUD Consolidated Plan, Annual Action Plan, IDIS actives, Program Income reporting, Match reporting and Consolidated Annual Performance Evaluation Report (CAPER)
  • Prepares and presents internal and external monthly financial status reports that include budget to actual and forecasts
  • Performs complex accounting, budgeting, and forecasting functions, including but not limited to resolving complex financial and business issues, completing in-depth financial analysis, and recommending/implementing new work processes, polices, and procedures
  • Ensures accurate and timely accounting, analysis, and reporting of Departmental and Divisional financial information and data; review invoices and reports required by funding agencies
  • Prepares grant expenditure reports, invoices, and cash draws in compliance with County and grant requirements while reconciling the cash draws in accordance with IDIS.
  • Conducts Fiscal Subrecipient Monitoring on all HUD contracted partners
  • Provide technical assistance to staff and partners regarding fiscal compliance with federal grants
  • Maintains knowledge of OBM uniform guidance 2 CFR part 200 and Integrated Disbursement & Information System (IDIS)
  • Assists in the preparation of the Schedule of Expenditure for Federal Awards (SEFA)
  • Analyzes actual and budget expenditures while also using programmatic data to accurately forecast expenditures; may be completed at a program, divisional, or departmental level
  • Reviews the general ledger and analyzes expenditures, revenues, payroll, accruals, and cost allocations to verify compliance with County and grants regulations
