About The Position

Performs intermediate skilled technical work reviewing finances regarding the Continuum of Care (CoC) grants and housing development projects that support persons experiencing homelessness or prevent homelessness. Recommends sources of funding and loan terms, submitting required reports, and related work as apparent or assigned. Work is performed under the limited supervision of the Planning Senior Project Supervisor.

strong financial acumen, with experience developing and managing budgets, administering grants, forecasting, and providing fiscal oversight
strong technical writing skills
strong interpersonal skills and the ability to develop strong working relationships across sectors, both in-person and remotely
willingness and ability to be highly engaged with stakeholders
ability to maintain a high level of professionalism and customer service in stressful situations
ability to effectively multi-task in a fast paced environment

Bachelor's degree with coursework in social science, economics, public policy, business, or related field and considerable experience with HUD community development programs and regulations, particularly CDBG, HOME, ESG, Continuum of Care and housing finance, or equivalent combination of education and experience.

Responsibilities

Manages contracting, payment and monitoring processes for grants to local agencies.
Conducts required project monitoring and financial reviews of grant funded projects and proposed housing development projects supporting persons experiencing homelessness or preventing homelessness; reviews information provided by grant applicants and requests additional information as required; recommends source of funding and loan terms;
Summarizes proposed projects and proposed funding in a Council Action Request Form to City Council.
Assists with the administration of grants for homeless service projects; reviews contract documents prepared by City Attorney; responds to comments raised by applicants during Request for Proposal process; enters contract information into finance system; reviews and approves funding disbursements and collects beneficiary data and compliance documentation.
Assists with submittal of the annual report to HUD (CAPER); requests and reviews text and data from departments and agencies; analyzes housing performance data and prepares spreadsheets/table and draft documents; prepares final documents and enters document in HUD's online IDIS system.
Monitors and ensures compliance with all HUD-required governance, planning and administrative requirements of the Winston-Salem/Forsyth County Continuum of Care (CoC).
Assists with annual sub grantee application process; provides input on updates to RFP; provides technical assistance to prospective applicants; reviews applications for eligibility; responds to questions from rating panel; reviews rating panel funding recommendations for grant compliance.
Assists with the development of the grant-funded budget (CDBG, HOME, ESG, CoC) for the Annual Consolidated Plan based on review of expenditures, sub grantee rating panel recommendations, projected grant and program income amounts, and input from senior staff. Assists with submittal of the Annual Consolidated Plan; requests and reviews text and data from departments and agencies; drafts document incorporating budget and subgrantee recommendations approved by senior staff; assists with public review and comments, drafts Council Action Forms; prepares final documents.
Analyzes HUD guidance and reference materials related to the CoC Program, ESG Program, the Homeless Management Information System, (HMIS) and the Coordinated Entry System, (CES) for impact on CoC- funded projects.
Administers subgrantee agreements for assigned non-profit agencies; drafts subgrantee agreements; reviews and approves invoices; reviews performance reports; conducts on-site monitoring and troubleshoots issues.
Coordinates with Finance on financial oversight, including transfers, posting revenue, approving IDIS drawdowns, closing grant program years and troubleshooting errors in FMS.
Assists with data entry, funding and drawdown functions, except approving drawdowns in IDIS, (HUD's online system for reporting on activities and drawing entitlement funds); advises supervisors on status of regulatory expenditures and commitment deadlines; assists with responses to HUD database clean-up requests
