About The Position

The Homeless Outreach Program Manager serves as a team leader providing supervision to program staff and overseeing the overall day-to-day operations of all Outreach and Supportive Services Only (SSO) programs in the KHDS Homeless Assistance Services Division. The Program Manager ensures the delivery of quality services in accordance with the KHDS philosophy and program funding guidelines.

Requirements

  • Bachelor's degree in a human service-related field and 2-5 years leadership experience preferred.
  • Ability to effectively communicate, both written and verbally, in the English language
  • Must have reliable transportation and valid driver’s license with good driving record
  • Must carry own auto insurance with at least 100,000/300,000/100,000 coverage
  • Ability to maintain records and document case notes daily
  • Ability to give and accept feedback as a part of a team
  • Ability to traverse within the workspace and community frequently
  • Be willing to learn and work with the treatment philosophies

Responsibilities

  • Provide direct supervision of all program staff
  • Assist director in hiring full-time staff
  • Assist with the development and facilitation of new employee orientation and required training for staff
  • Provide Teaching Family Model Consultation to all staff by modeling, coaching, conducting observations, and giving feedback as needed
  • Co-facilitate weekly outreach team meetings
  • Provide a supportive atmosphere and assist staff in maintaining a positive environment
  • Conduct evaluations for staff in a timely manner
  • Be available and willing to provide emergency assistance. Provide coverage when staff are absent as needed.
  • Provide one-on-one weekly supervision to ensure overall quality of programming and grant compliance
  • Consult with staff on case specific issues on a regular basis
  • Facilitate the overall functions to operate the programs
  • Assist and monitor budgets and ensure money for each program is spent down appropriately as needed
  • Ensure that data collection in all required systems and reporting requirements are completed in a timely manner
  • Supervise compliance with grant requirements
  • Conduct weekly review of participant files and progress notes to ensure compliance with program funding requirements
  • Ensure the completion of the intake and discharge process, paperwork, and completion of data entry in all systems within five days of entry/exit
  • Ensure staff are trained and accurately use Wisconsin Homelessness Management Information System (HMIS)
  • Run regular reports in HMIS to ensure data quality and completeness and assist staff with data clean up
  • Assist director to complete federal, state, and local reporting requirements as requested
  • Serve as a liaison in the community
  • Ensure professional collaboration with other community agencies that work with participants on the programs
  • Inform and educate other community agencies working with KHDS participants about programming and how best to serve participants
  • Maintain positive, professional communication with the various KHDS programs in order to ensure a continuum of care for all participants
  • Participate in the Kenosha Local Coalition and its Sub-Committees as required
  • Participate in the WI Balance of State Continuum of Care as requested
  • Meet with Division Director on a regular basis to review program, case management issues and to develop program policies and procedures
