Under the direction of the Communicable Disease Manager, the HIV/STD Program Manager directs and oversees the regional HIV/STD Program and is responsible for the overall management of daily program operations. This position provides direct supervision to the Public Health Follow Up team, Surveillance team, clinical staff, and additional support personnel to provide primary prevention, public and professional education, and follow-up services. The Program Manager promotes the department’s standards of diagnosis, treatment and epidemiological intervention; reviews and consults with local health department directors and their staff and oversees collection/analysis of STD and HIV data. Responsibilities involve assisting in the establishment of program goals, objectives, and guidelines; ensuring that procedures, policies, rules and regulations are met; assisting in the development of schedules, priorities and standards, and budget requests to achieve program goals; evaluating program activities; and coordinating program activities with Texas Department of State Health Services (DSHS) service contractors, local health departments, private physicians and others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.
