Requirements

  • Bachelor’s degree in historic preservation, architectural history, archeology, planning, community development, or related field
  • Two years of experience in planning studies or equivalent education/experience
  • Valid Virginia driver’s license
  • Understanding of methods, procedures, and policies for the position’s essential functions
  • Knowledge of City ordinances, State Code, and departmental practices
  • Familiarity with historic preservation trends and advances
  • Competency in structural assessment and computer systems
  • Ability to interpret technical plans and communicate effectively
  • Strong organizational and decision-making skills
  • Ability to maintain effective working relationships and exercise independent judgment

Responsibilities

  • Advise the Architectural Review Board (ARB) on: Construction or demolition appropriateness in the Historic District
  • Advise the Architectural Review Board (ARB) on: City-owned or occupied property modifications
  • Advise the Architectural Review Board (ARB) on: Documentation of significant resources
  • Advise the Architectural Review Board (ARB) on: Land use issues
  • Advise the Architectural Review Board (ARB) on: Education programs
  • Advise the Architectural Review Board (ARB) on: Acceptance of funds for ARB functions
  • Review zoning and building permits for ARB compliance and conduct zoning enforcement
  • Update and expand the Fredericksburg National Register District
  • Assist with historical and architectural research and support local Historic District designations
  • Advise the Senior Planner on Comprehensive Plan and associated ordinances
  • Plan and manage the Community Development Block Grant (CDBG) program
  • Prepare reports and ensure compliance with federal regulations for CDBG
  • Manage housing programs and oversee projects
  • Implement and administer approved contracts, ensuring compliance
  • Present program recommendations to City Council and Housing Advisory Committee
  • Manage CDBG finances and prepare financial reports
  • Evaluate Community Development program applications and meet with clients
  • Respond to housing needs inquiries and provide program referrals
  • Liaise for Census activities and use data for city ward redistricting
  • Research and analyze data to support community development and planning
  • Create and maintain maps and analytical tools using Esri products
  • Develop planning documents using Adobe Creative Suite
  • Maintain data for land use planning and zoning functions
  • Provide technical assistance on preservation issues to various stakeholders
  • Collaborate with external agencies to protect historic and cultural resources
  • Represent the Division Manager and City at official meetings
  • Assist with grant applications for historic preservation
  • Maintain the City’s Certified Local Government status
  • Update educational materials and the City’s website on preservation issues
