About The Position

Human Resources Workforce Operations Management provides hiring support to the large, direct-care divisions of HHSC: Health and Specialty Care System (HSCS) State Supported Living Centers (SSLCs) and State Hospitals, Access and Eligibility Services (AES) State and Regional Operations and parts of the Regulatory Services Division. Hiring Specialists support managers in the screening, selection, due diligence and onboarding of new employees, and coordination of new employee orientation activities. Under the general direction of the Workforce Operations Manager, the Hiring Specialist III performs complex human resource management work facilitating the hiring process for Access and Eligibility Services (AES), State and Regional Operations (SRO). Provides hiring support to the Hiring Specialist IV and AES managers in the posting, screening, selection and filling of vacant positions. Work involves coordination in the screening and placement of qualified applicants, and coordination of the local orientation activities for newly hired employees. Performs position control monitoring and tracking of positions and monitoring and managing position reports. Develops and maintains effective working relationships with AES program staff, Health and Human Services Human Resources staff (HHS HR), and the HHS Employee Service Center staff. Works under general supervision with moderate latitude for the use of initiative and independent judgement.

Requirements

  • High School Diploma or GED equivalent required.
  • At least three years of experience in a human resources or operational support role that involved any of the following: screening applications, scheduling and conducting interviews, posting vacant positions, completing documentation to hire new employees, or presenting information in a group setting.
  • Experience using a computer for inquiry and data entry.
  • Attention to detail as demonstrated by completeness of the state application.
  • Knowledge of human resources principles and practices related to recruitment, hiring, orientation and employment.
  • Knowledge of Federal, state and local laws and regulations related to hiring and employment.
  • Skill in providing excellent customer service.
  • Skill in assisting applicants with on-line application and hiring process.
  • Skill in prioritizing, scheduling, organizing and handling multiple tasks.
  • Skill in communicating clearly and concisely, both verbally and in writing.
  • Skill in Microsoft Office programs including Word, Excel, Outlook and PowerPoint.
  • Ability to maintain confidentiality, model ethical behavior, and practice and promote integrity.
  • Ability to explain policies and procedures to employees and applicants.
  • Ability to understand business process.
  • Ability to pay attention to important details.

Nice To Haves

  • Experience working at the Health and Human Services Commission is preferred.
  • Experience with liaising and coordinating work between organizational units.
  • CAPPS and People Soft systems preferred.
  • Agency business processes preferred.

Responsibilities

  • Reviews weekly vacancy report to determine positions to post for entry-level job requisitions using standard posting language and screening assessments.
  • Screens applications for initial screening criteria and licensure, registration and/or certification requirements.
  • Schedules in person and/or virtual interviews and prepares Hiring Specialist IV to conduct interviews. Conducts job skills assessments and reference checks.
  • Coordinates submission of selection packets in the Centralized Accounting Payroll and Personnel System (CAPPS) Hiring Center.
  • Coordinates the local new employee orientation (NEO) activities and conducts the NEO presentation on a rotating basis.
  • Assists in compiling, maintaining, and processing data requests for various position control actions and position tracking reports, relating to career track promotions and equity adjustments.
  • Assists applicants with application process in-person or via telephone and email.
