NOTE: The full salary for the Healthy Building Specialist position is $69,889.04 to $111,639.06 annually, dependent upon qualifications and experience. The full hiring range for the Senior Healthy Building Specialist is $76,877.06 to $122,804.24 annually, dependent upon qualifications and experience. In addition to the duties below, the Senior Healthy Building Specialist is: An experienced level position with a minimum of 5 years of experience Includes minimal oversight in making complex decisions. Will have a higher level of technical expertise and knowledge related to healthy building environments, planning, program coordination, policy change, and development. This announcement will be used to fill a total of 1 vacancy, at either the Healthy Building Specialist or Senior Healthy Building Specialist level. GENERAL DESCRIPTION OF JOB:The Healthy Building Specialist provides technical expertise on a wide range of public health concerns that may arise in public, private and home settings such as indoor air, radon, mold, occupational health, elevated blood lead levels, methamphetamine contamination, noise, and general housing issues. This position performs site assessments, conducts investigations, and provides guidance and consultation to the public, businesses, and other agencies. This position will collaborate and proactively engage with both internal and external partners and stakeholders to find interventions and solutions, and will recommend appropriate policies related to environmental, health, and safety issues. In addition to bringing technical expertise, this position will bring regulatory knowledge, innovative thinking, initiative, relationship building and strong communication skills to help creatively solve problems and address emerging health issues. This is a technical specialist with 'limited' or 'intermediate' experience in which the employee is learning and mastering skills that require closer oversight from supervisor and senior level employees to ensure they are fulfilling job responsibilities and following program procedures.

Requirements

Proficient with testing and measurement instruments, including XRF meters and mold and radon sampling equipment; skilled in collecting, analyzing, and interpreting environmental sampling data.
Able to establish and maintain effective, collaborative relationships with coworkers, teams, external agencies, and community members.
Strong interpersonal and communication skills, with the ability to convey complex information verbally and in writing, deliver persuasive presentations, and collaborate with internal and external stakeholders, including county and municipal partners.
Demonstrated program coordination skills, including strategic planning and the ability to initiate, develop, and guide a healthy buildings program in a growing health department.
Knowledgeable of current practices of environmental health, climate change, environmental justice, and health equity.
Skilled in interpreting and applying statutes, regulations, and legislative processes related to indoor building environments.
Proficient in Microsoft Office and using databases for inspection, investigation, and complaint documentation.

Bachelor’s degree in environmental health, industrial hygiene, occupational health, physical or chemical sciences, or a related field.
A minimum of 3 years of relevant professional experience.
Any equivalent combination of education and work experience that satisfy the requirements of the job will be considered.
Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) and background check.
Possession of a valid Class “R” Colorado Driver’s License or the ability to obtain one within two weeks of appointment.
This position requires reliable transportation and the ability to operate motor vehicles.

Nice To Haves

Master’s degree in industrial hygiene, occupational health, environmental health, public health, or related field.
Familiarity with reading, understanding, and training on Safety Data Sheets (SDS).
Knowledge of equity and social justice principles and practices, and an understanding of the effects of place, race, and policy and systems-based inequities on marginalized communities and populations.
General familiarity with EPA, OSHA, HUD and ACGIH rules and guidelines as well as Colorado’s Methamphetamine Regulation (6 CCR 1014-3) and Regulation 19 (Lead Based Paint Abatement).
Experience or familiarity with the principles and practices of public health and/or environmental health.
Experience in grant writing.
Relevant credential related to indoor environmental quality, environmental health or building science are a plus but not required.

Responsibilities

Healthy Homes and Buildings: Drawing from a combination of statutory requirements and policy while implementing both creative and innovative thinking, the specialist works with home and building owners to actively investigate and address challenging housing and building related issues such as mold, lead, indoor air quality, radon and other conditions directly impacting the quality of indoor living. May be called upon to conduct special projects and prepare special studies and reports.
Methamphetamine Contamination Response: Understands and interprets the Colorado Methamphetamine Regulations (6 CCR 1014-3) and responds to public complaints and concerns related to methamphetamine contamination.
Community Outreach, Collaboration and Partnership Building: Participates in community outreach activities and provides educational presentations to promote understanding and support on a variety of indoor air quality and safety topics. May also lead internal teams and serve as a technical resource for Arapahoe County Public Health (ACPH) staff. Responds to resident and business complaints, concerns, and questions related to environmental health issues in workplace or home settings, assists with problem resolution, and provides technical guidance. Actively participates in meetings with professional and business groups concerning industrial hygiene, healthy homes, and hazardous materials matters. Represents and actively engages ACPH in local, regional, and state workgroups and coalitions.
Program and Policy Development: Interprets rules and regulations and promotes strategies and principles into programs, policies, or project initiatives that result in reduced health inequities and improved health outcomes. May present to ACPH Leadership, Board of Health, Board of County Commissioners and/or other elected officials as well as be called upon to review legislation, offer comment and advocate for an industry specific issue, particularly regarding healthy housing issues.
Data Analysis and Management: Gathers and analyzes information to make data driven decisions with a focus on equity, environmental justice and health disparity considerations to strategically direct limited resources.
Use of Industry Specific Equipment: Uses testing equipment and special measuring devices for the determination of airflow rates, noise, radon, mold, lead and other physical factors in workplace and home settings. May measure airborne concentrations of dust, gases, and mists using air sampling instruments and collection devices. Will evaluate, interpret, and prepare reports related to testing results.
Leadership and Training: May act as the coordinator for an internal Healthy Building Team and train staff to respond to indoor building public health issues.
Budget and Grant Funding Opportunities: Develops and manages the program budget and reviews program expenditures. Identifies contracts, grants, other funding opportunities and prepares written application and documentation for program associated grants. Manages program specific grant budgets, deliverables, and associated activities, as appropriate.
Emergency Preparedness and Response: Responds, as required, to support public health emergencies, incidents, and events. Employee participates in all exercises and drills on emergency preparedness and response, as required. Completes trainings identified as appropriate for this level employee and initiates corrective actions and responses pursuant to Federal, State, and Local laws, statutes, and regulations.
