About The Position

We are seeking a Senior Project Manager for our federal team supporting the Kadena Air Force Base in Okinawa, Japan. As a Senior Project Manager you will be responsible for the Building Technologies projects (HVAC, HVAC Building Automation and Controls, Electronic Security Systems, Utility Monitoring and Metering systems, SCADA, Power Generation, Fire Alarm, Nurse Call, PA Systems, Infant Abduction, etc) supporting hospitals and medical centers on base. The ideal candidate will have extensive experience in healthcare construction and a deep understanding of regulatory compliance, infection control, and unique challenges of renovating occupied military healthcare facilities At Johnson Controls, we support our nation's most critical facilities, the people who occupy them, and the missions they enable. Location: Kadena Air Force Base in Okinawa, Japan. Must be able to live in Japan on a full-time basis. Vacation: 3 weeks of paid vacation, 5 sick days, 3 floating holidays, and 10 standard holidays per calendar year (6.5 weeks in total) Benefits: Eligible on first day of employment. International insurance is provided. Travel: Around 10% As a Senior Project Manager, you will: Serve as a primary leader for execution on assigned projects. Develops project schedules and executes according to plan. Oversees the construction process including scheduling of vendors, monitoring progress and providing progress reports. Reviews and evaluates the general condition of the project location as it applies to current of future projects. Ensures project compliance with Medical Center policies, OSHA requirements, federal/state/local regulations and Joint Commission requirements. Ensure Infection Control Risk Assessment (ICRA) and Interim Life Safety Measures (ILSM) best practices are followed for the containment of pathogens, control airflow, means of egress, and protection of patients. Manage the selection, scope of work, procurement, quality and payment of project materials, vendors and subcontractors Negotiates, prepares and issues subcontracts Ensures that assigned projects are done accurately, on-time, billed within budget and within scope of the contract. Adheres to and ensures project personnel and subcontractors adhere to all safety standards, internal policies, and US Army Corps of Engineers requirements regarding health and safety. Understand project and contract scopes; actively pursues growth opportunities that will help the customer achieve desired outcomes Help prepare and approve cost estimates, contract terms & conditions, and technical responses to client requests for information, bids, and proposals Ensures Technicians, subcontractors and other site personnel complete assigned work per established standards, and thoroughly communicate the services performed and completion criteria to customers Complete timely and accurate project billing to maintain profitability goals and positive cash flow Analyze financial reporting and project schedule to proactively address potential problems. Effectively communicates project progress, issues and financial status to leadership as required Provide periodic project status updates, and monthly revenue, cost, and gross margin forecasts Manage risk, establish project recovery plans, and resolve disputes to minimize escalation Ensure project document controls and deliverables comply with contract requirements and Johnson Controls standards Manages the selection, ordering, and delivery schedule of materials to be procured for the projects assigned Coordinates customer-training requirements Other duties as assigned

Requirements

  • Construction project management experience for healthcare facilities (hospitals, medical centers, medical clinics, etc) is required with proven ability to administer all phases of health care construction.
  • Technical competency and experience working with commercial or industrial MEP, HVAC mechanical and/or HVAC BAS controls (DDC) controls to include evaluation of contractual scope, specification interruption, change order management, basic design, and installation standards
  • Management experience with projects related to Mechanical Retrofits, HVAC controls, BAS management, Fire management, and/or Electronic Security management systems
  • Able to execute complex renovation and upgrade projects within operational healthcare environments.
  • Proficient in Project Management software and financial accounting systems. Proficiency with Microsoft Project preferred
  • Experience managing project financials (P&L management experience)
  • Ability to obtain and maintain required government security clearances as needed. (This involves a background/character, criminal history, employment, and credit check.).
  • Ability to live in Japan on a full-time basis

  • Ability to manage multiple projects simultaneously
  • Experience managing large projects (in excess of $10 million)
  • Experience reading and interpreting government contracts and government procurement standards
  • Experience managing multiple trades and subcontractors
  • Strong understanding of healthcare codes and standards (e.g. FGI Guidelines, NFPA 101, UFGS)
  • Active U.S. Department of Defense clearance
  • Bachelor's degree in Construction Management, Engineering, Project Management, Business Management or related field, or equivalent work related experience
  • PMP certification or some PMP course training preferred
  • BAS Industry certifications, licenses, and/or training (Metasys, Tridium Niagara N4, etc)
  • ASHE professional certification as a Certified Health Care Constructor (CHC)
