About The Position

This position serves as Executive Assistant to the VA St. Louis Health Care System Medical Center Director. The primary purpose of this position is to provide support to health care management officials by analyzing, evaluating, advising on and/or coordinating health care delivery systems and operations This position serves as the principal management advisor to the Director. Duties include but are not limited to: The incumbent is looked to by the Director as a technical authority in interpreting and applying Department of Veterans Health Care Central Office (VACO) and VISN network guidelines and formulating policy statements which are to be followed by Service Line Directors. This is accomplished through the initiation and completion of management and staff studies, statistical reports and trend analysis for top management, coordination of committee work, health care system operation and research of VA regulatory guidelines. The incumbent provides health systems management advisory services and high level management input into the most complex top management deliberations and decisions identifying and resolving the full range of complex management problems. The Health Systems Specialist (HSS) is an integral part of the top management team and is a key contributor in the decision making process and overall planning for the Medical center's operations, The incumbent participates in all top level institutional planning. He/she reviews for top management all short and long-range plans and helps prepare the Health Care System's strategic planning documents. The incumbent is routinely called upon to provide input to top management deliberations and provides advice to the top management team individually or through his/her participation in various management committees or boards upon which he/she serves. As a representative of the Director, the incumbent must have knowledge of the overall policies and work objectives, as well as being familiar with the philosophy of the Director in order to recommend courses of acceptable action. The HSS serves as a principal resource person to Service Chiefs and other management officials in resolving difficult and highly complex problems which may be confined to a single service or may extend across organizational lines. This may involve the initiation of data collection, analysis of data developed and preparation of recommendations resulting from special studies concerning problems of staffing, equipment, budget, cost containment, space availability and assignment, work simplification, report requirements, productivity, automated management information systems, etc. The incumbent is responsible for the formulation of Medical center administrative policies. Conducts studies of existing. policies and procedures, new or changed HQ or VISN directives, and recommends or initiates such action as may be required. The policies are coordinated by the incumbent with various patient care, allied health and administrative services for uniform understanding, application, and follow up. Based on personal knowledge, training and experience, the incumbent must use judgment in selecting and applying the most appropriate guidelines to individual situations and to further establish procedures for program management in those areas not covered by existing regulations. The incumbent serves as a member, chair, or resource person and/or representative of the Director on multiple boards and committees. These committees, boards, and conferences include the Executive Committee of the Administrative Staff, Veterans Service Officers Meetings, Resources Management Committee, Space Committee, Strategic Planning Committee Awards Committee, Patient Centered Care Team, Federal Executive Board (FEB}, and other committees as appointed by the Director. The incumbent is responsible for helping to develop and follow implementation of medical center goals on an annual basis. Goals reflect the facility desires, projected plans, and identified objectives by administrative and clinical staff. He/she also works with the facility planner to ensure that service goals are established for accomplishing medical center goals. Performs as primary Human Resources Liaison for personnel matters involving the Director's Office staff, such as requests for recruitment actions, screening, interviewing and selection of new employees, payroll issues, processing personnel actions, award recommendations, and disciplinary actions.
