About The Position

Aptive is seeking a creative and experienced Health Solutions Proposal Strategist to support the development of proposals and bid strategies targeting customer offices within the Department of Veterans Affairs (VA) and the Department of Health and Human Services (HHS). As a key member of our growth team, the Health Solutions Proposal Strategist brings knowledge of the public healthcare sector, experience with the operations and policy activities of Federal health agencies, and the ability to apply critical thinking across the contract opportunity lifecycle. In this role, you will take ownership of assigned opportunities, from the pre-solicitation research and capture phases through the solution design, proposal writing, and pricing stages, working closely with our business development leads and proposal specialists to produce winning submissions. During that journey, you will collaborate with our delivery teams and teaming partners, translate solicitation and customer mission requirements into realistic and innovative proposal solutions, draft technical approach graphics, and articulate our value propositions and differentiators. The successful candidate will be enthusiastic about mastering AI tools and taking an AI-first approach to the wide range of strategic analysis and content development functions this position involves. We believe your real-world human expertise in healthcare and proposals is the lion's share of your unique value; AI is merely an amplifier of the things you already do, but learning to use it skillfully is essential in this position. Requirements

  • Bachelor's Degree in public health, behavioral health or related discipline
  • Minimum of five (5) years of demonstrated ability to author technical sections in proposals; it is expected that the candidate would have experience leading/supporting over 25 proposals
  • Minimum of eight (8) years of professional experience in health-related projects and Federal Government contracting
  • Demonstrated experience in one or more health functional areas, complemented by significant involvement in competitive Federal proposals
  • Possess an excellent overall understanding of processes/tools/frameworks used within VA and HHS
  • Experience and understanding of project management methodologies (e.g., PMBOK, Agile)
  • Ability to work remotely with minimal guidance
  • Exceptional written/oral communication skills

Nice To Haves

  • Direct experience implementing solutions, initiatives, and policies in large Federal health systems
  • Energy, drive, enthusiasm, and initiative. This is a position for self-starters who are highly action-oriented
  • Experience using generative AI tools, such as ChatGPT, to conduct research, analyze data, ideate solutions, and write long-form technical content
  • A proven track record of identifying and converting contract opportunities into sales
  • Knowledge of the VA/HHS vendor marketplace and ability to successfully identify and engage teaming partners that contribute to successful capture and project execution
  • Successful execution of each phase of the proposal development process, from opportunity identification to closing
  • Experience with the FAR, the Shipley lifecycle, proposal reviews, full-and-open competitive evaluations

Responsibilities

  • Serve as a strategist responsible for establishing solution vision and alignment to customer objectives and translating those into proposals, with a primary focus on VA and HHS
  • Lead the development of innovative solutions in support of major capture efforts, balancing these solutions against cost, schedule, function, quality, and other business considerations
  • Author significant portions of proposals directly, including key elements such as the technical approach
  • Analyze solicitations in detail to identify our corporate strengths, weaknesses, competitors, and proposal development needs
  • Assist capture strategy development through technical leadership, including the creation and marketing of discriminating value propositions
  • Incorporate win strategies and articulate the ‘why us’ story while supporting other facets of a proposal including level of effort, staffing, and pricing
  • Partner with technical and customer domain SMEs to lead solutioning activities, resulting in differentiated, well-articulated solutions that address customer pain points
  • Conceptualize graphics to convey key solution concepts, graphically depicting process, relationships, dependencies, technologies, benefits, features, and other concepts that tie solutions to problems
  • Promote the application of proposal best practices and iteratively review content and coach authors during the proposal phase
  • Demonstrate creative thinking and up-to-date knowledge across a broad range of technical and strategic competencies related to health, including methodologies, frameworks, public health models, public policy, human-centered design, and additional innovation trends at Federal agencies
  • Create content for white papers and briefings demonstrating the thought leadership capabilities of the organization, as well as supporting various marketing and business development efforts through customer interaction
