About The Position

The Washington State Department of Corrections is seeking a highly motivated and qualified non-permanent Health Services Manager 2 for the Stafford Creek Corrections Center located in Aberdeen, WA. The Health Services Manager 2 is responsible for the development and implementation of health care policy and practice across the facility. Management functions include planning, leading, and controlling the work performed by the Health Services at the Stafford Creek Corrections Center. In addition, this position is responsible for the cost-effective use of DOC resources in the facility health care operations which include maximizing DOC staff, equipment, and supplies resources. This position provides direct administrative leadership in the delivery of health services to incarcerated individuals in the facility that operates 24 hours per day, 7 days per week. In a facility setting, this position effectively and efficiently provides a health care delivery system which includes primary, secondary, and tertiary care. The incumbent supervises and manages all off-site and in-prison healthcare, including in-patient hospital services and out-patient services which include scheduled and emergency care, nursing, dental, pharmacy, radiology and laboratory, mental health, patient health, custody and related support services. Requirements

  • Minimum of 3 years of supervisory or management experience in a health care system.
  • Analysis - Uses data and information in a clear and rational thought process to access and understand issues, evaluate options, form accurate conclusions, and make decisions. Identifies key facts, understands the nature and relationship between data elements, recognize underlying principles or patterns in an array of data, determine if additional data should be collected. Uses judgement and critical thinking in the absence of clear guidelines to draw conclusions about further actions.
  • Observation and Inspection - Critically observes and inspects people, conditions, and the environment to detect problems. Acutely aware of critical details, alert and attentive when performing other work, understands normal conditions and constantly compares the current status to the norm to identify subtle changes and incremental deviation, makes informed judgement about when a change in current status must occur and determines appropriate action. Uses insight to identify contributing and mediating factors. Understands that documentation and other forms of communication cause others to understand and take appropriate action.
  • Decisiveness - Makes timely decisions without sacrificing quality even under ambiguous circumstances or when data is limited. Recognizes when a decision must be made and moved forward, delegates decision making authority, appropriately advocates for important patient care objectives, and finds common ground and solutions among diverse interests.
  • Extensive expierence in leadership and administering health care services in a diverse organizational unit that includes outpatient, inpatient, dental care, optometry, dietetics, physical therapy, and several professional disciplines.

Nice To Haves

  • Bachelor's degree involving major study in health services or a related field.
  • Masters in Health Care Administration or Masters in Business Administration or Masters in Public Administration with Health Services Administration concentration. ACHE certification, a plus.
  • CA/CQI expierence.
  • Extensive prior health care administration in an adult correctional environment.
  • Minimum of 2 years managing/overseeing a health care delivery system to include inpatient or outpatient care
  • Strong working knowledge of all WACs, State and Federal law, ACA standards, DOH-DCP Standards, the WA DOC Health Plan, personnel resource guidelines, CBA's, and labor relations.

Responsibilities

  • Plan, lead, organize, and control the work performed by the Health Care units:
  • Assure appropriate and optimum use of DOC resources, to enhance the effectiveness of employees through timely appraisal and professional development opportunities.
  • Support effective communications throughout the organization. Maintain the highest standards of personal professional and ethical conduct and support the Department of Corrections' goals for a diverse workforce.
  • Direct and manage complex and diverse health services.
  • Supervise and coordinate all incarcerated individual health care and treatment with employed or contract health care professionals and community health care institutions.
  • Develop and manage a health care budget consistently with a cost effective delivery system including negotiation, development, and monitoring of contract compliance.
  • Monitor, coordinate and negotiate the contracting process for local Client Services Contracts, affiliation agreements and emergency services:
  • Liaison with current or potential health care consultants/contractors to coordinate basic components from which a final contract for services is established for medical services.
  • Drafts and/or finalizes grievance/complaint responses, personnel actions, reports, information requests and response for work or other government entities. Investigate and obtain resources and in decision-making process such as DOC policies, procedures, directives, RCW's, WACs, and health record information.
  • Establish office procedures, priorities, and deadlines. Assign and review work performed. Plan for workload coverage; arrange for cross training development.
  • Review position and personnel transactions, hire staff, recommend corrective action, act on leave requests and work schedule adjustment requests; approve staff overtime.
  • Coordinate and/or participate in hiring processes. Implement recruitment plans, screen applications. Develop and prepare questions, schedule candidates, secure interview room, oversee pre-exposed questions, lead and/or participate on interview panels, conduct reference checks, recommend selection of applicant and compensation according to rules/contracts.
  • Develop, revise and implement necessary Operational Memoranda.
  • Establish selected policies and procedures for the implementation of all pertinent division directives.
  • Co-chair the facility CQIP Quality Management Committee; participate in self-audit monitoring and CQI studies; research best practices on quality/GMAP issues.
