About The Position

Assists and coordinates functions of a comprehensive on-site Injury & Illness Prevention Program (I2P2) to include incipient fire protection and control, hazardous materials and waste management both on project sites and in local satellite offices. Oversees investigates all local site accidents/injuries; coordinates Sr. Manager HSE and Occupation nurse regarding the processing of Longshore Harbor Workers (LSHW) Compensation claims, log recordability. Ensure compliance with Corporate, State, and Federal regulations and guidelines regarding to occupational safety & health, hazardous chemical use and chemical waste storage for California operations as it relates to maritime shipyard and general construction. 29 CFR 1910, 1926, 1915 and CA Title 8. Oversees compliance with all Navy yard, BAE, environmental and EPA regulations as they apply to California operations. Oversees at a local level development, recommend and implement general accident preventive programs to include specific protective procedures and devices. Perform safety survey audits side by side with subordinates to identify and evaluate occupational health, safety and environmental conditions. Oversees crew and fire watch schedules and carry out periodic safety inspections to identify environmental and occupational hazards. Conducts and coordinates on-site inspections with client to audit physical conditions and safe work practices. Assist in the development of control systems for identified hazards. Provide advice and counsel to CA production management team concerning all corporate, city, state, and federal compliance regulations. Measure and evaluate the effectiveness of the hazard control system, policies, and procedures and recommend changes that reflect improved opportunities to eliminate work place accidents and injuries. Direct or assist in the development and or modification of specialized education and training materials. Assist in the coordination and training for new direct hire and / or contractor employees. Oversees coordination and conduct supervisory and other production safety training programs. Advise management periodically on the status of the safety program and new safety techniques. Compile, analyze, interpret and report accident, loss, and exposure statistical data as they apply to CA operations. Assist in the preparation of comprehensive recommendations for corrective action to eliminate or minimize potential hazards. Review, prepare injury and property damage reports, and evaluate root causality. Conduct and prepare specialized safety programs to communicate hazard control information (LOTO, Lanyard and Harness, CSE, etc.). Assist with the implementation and daily maintenance of environmental compliance programs related to hazardous wastes, air permitting, water pollution control, Navy carbon foot printing and right-to-know programs (SDS’s). Supervises and coordinates the activities of any subordinate health, safety, fire watch and environmental staff. Perform other related duties as directed that correspond to the overall function of this position. Act as a Compliance Champion for the organization and work to promote a culture of compliance throughout the organization. Monitoring for changes in, and making recommendations for improvements to comply with laws, rules, regulations, and policies that govern business activities in your department or subject area. Assist in compliance risk assessments and risk reporting in accordance with the Company’s risk assessment program. Developing, providing, and documenting compliance training, as applicable. Compliance monitoring, surveillance, and auditing efforts, and assisting in investigations of suspected compliance violations.

Requirements

  • Ten years related experience in an industrial setting, preferably HS&E, military experience in lieu of related experience will be considered on a case-by-case basis.
  • A BA/BS in Safety Engineering, Industrial Hygiene, or Environmental Sciences, Health Sciences, or in a related field
  • Must be familiar with Occupational Safety and Health Administration (OSHA), California Title 8, EPA and other federal or state standards, must be competent in filing reports, answering complaints and responding to citation notices issued by these organizations.
  • Strong communication skills, both verbal and written (training/presentations/report writing.)
  • Ability to lead and direct teams, workgroups or subordinates
  • Strong PC skills in Microsoft Office (Word, Excel and PowerPoint, Publisher).
  • Skilled in the standards, concepts, practices, and procedures within the health, safety and environmental fields.
  • Ability to work at all levels within and organization and the ability to work in a diverse work group.
  • Must be able to work with other safety personnel and management staff and to take direction accordingly.
  • Must have a valid drivers license and ability to be placed on company vehicle insurance.
  • Must be able to tour all vessels and work sites.
  • Must have the ability, bend, squat, stoop, crawl, and kneel.
  • Perform prolonged standing.
  • Ability to turn head from side to side and about the vertical axis.
  • Ability to turn body at the waist from side to side and about the vertical axis.
  • Must have the ability to climb in an unrestrained safe manner (climbing as a minimum includes stairs, scaffolding, ladders, and ramps).
  • Ability to work at heights above 12’ while working from ladders, scaffolding and/or man lifts.
  • Able to work at a variety of levels (ex. waist, eye, overhead).
  • Demonstrate good balance while working on uneven surfaces and maneuvering obstacles.
  • Possess sufficient handgrip and coordination to carry and operate tools and equipment.
  • Ability to utilize personal protective equipment (hard hat, safety glasses, steel-toes shoes, goggles, respirator, safety harness, safety line, flotation gear, etc.) safely per OSHA standards.
  • Ability to withstand cold and hot temperatures.
  • Ability to enter 18” x 36” openings and work in confined spaces for prolonged periods of time.
  • Able to respond to verbal and audible sounds/commands.
  • Able to utilize adequate visual skills.
  • Ability to fully extend the arm while reaching overhead, reaching out, reaching to the side and reaching down.
  • Ability to perceive attributes of an object/material such as size, shape, temperature and texture by means of receptors in the hands and fingers.
