About The Position

The Health, Safety, and Security Manager reviews, evaluates and analyzes the work environment and designs programs to control, eliminate, and prevent disease or injury caused by chemical, physical and biological agents or ergonomic factors.  The Health, Safety, and Security Manager is responsible for implementation of company health, safety, and security programs and procedures for Four Roses, complying with company policy, collective bargaining contracts, industry regulatory requirements and all federal state and local standards related to occupational health and safety as well as security.  This position conducts job duties in a manner that demonstrates a strong food safety culture which ensures the safety and quality of our products. Summary/Objective  The Health, Safety, and Security Manager is responsible for the design, implementation, coordination and communication of all health, safety and security programs across the company.   This individual will develop and provide collaborative, proactive, and creative problem-solving abilities to develop outstanding health, safety and security programs for the improvement of the overall health and safety culture.

Requirements

  • Advanced knowledge of industry practices/standards, excellent understanding and application of safety/regulatory requirements (federal, state and local) legal ramifications of non-compliance
  • Must be able to handle high-stress emergency situations

  • Bachelors’ Degree in Health and Safety, Engineering or related Technical field
  • At least 5 years’ experience in health and safety within manufacturing environment with at least 3 of 5 years in a safety management role.
  • Proven experience in leading, developing safety programs and training.
  • Computer and software proficiency with strong knowledge of MS Office (Word, PowerPoint, Access)
  • Excellent working knowledge of government regulations (i.e. OSHA, EPA, etc.)

  • Certificates, Licenses, Registrations – ASP, CSP Experience and knowledge of lean manufacturing and continuous improvement principles preferred.
  • Experience in Union Environment 
  • Experience and knowledge of Quality Certification and Awards (i.e. ISO9000, ISO14000, etc.)

Responsibilities

  • Establish, execute and deliver Four Roses specific health, safety, and security plans to Senior HR Director/COO that support the company’s health, safety, and security objectives
  • Promote a strong safety culture by delivering exemplary performance, conducting thorough investigations, ensuring diligent follow-ups, and driving continuous improvement through the implementation of root cause countermeasures and action plans.
  • Consistently uphold an appropriate level of awareness, knowledge, and preparedness company-wide to foster a culture that effectively prioritizes Health, Safety, and Security while judiciously managing related costs.
  • Coordinates the resources and activities of the company to support Health, Safety, and Security programs and provides advice and guidance to Senior HR Director to achieve annual KPI goals for incident frequency, severity and related cost reductions
  • Responsible for reviewing the work of contractors on company property to ensure compliance with Safety and Health contractual agreements.
  • Review internal and Health, Safety, and Security policies and practices to ensure they are current and appropriate; conduct hazard and risk assessments and change existing, or develop new recommendations from these assessments
  • Provide regular written reports, as well as other production-related results and updates to Senior HR Director and COO
  • Recommend Safety Culture and Security engagement programs and periodically review them to ensure they are accomplishing the desired results.
  • Ensure that buildings or products comply with safety regulations, especially after an inspection that required changes.
  • Direct installation of safety devices on machinery as needed.
  • Identifies unsafe behaviors and unsafe conditions in the workplace using regulatory requirements, recommends best safety practices.
  • Establishes and implements safety training programs to increase team member and management awareness of potential safety hazards.
  • Coordinates CPR training, safety training/start up training and annual health testing programs.
  • Coordinates training needs assessments across the organization works with Senior HR Director to implement programs.
  • Investigate accidents and injuries (general liability or worker's compensation recordable incidents; Near Miss and First Aid) to determine their causes and if incidents were avoidable or preventable in future. Identifies root cause and recommends corrective actions.  Interviews management and team members to learn about work environments and incidents that lead to accidents or injuries. Ensures proper records are completed and submitted.
  • Assist in implementation of corrective actions as it relates to the incident and ensure “lessons learned” are communicated throughout the Company and are incorporated into the safety program, if necessary
  • Oversees Workers Compensation Compliance, reports injuries to managers, manages work comp injuries and communicates with work comp carrier and provides information on return to work.
  • Tracks and trends injuries – recommends improvements in work style or environment to mitigate similar future injuries.
  • Establishes, interprets, and revises safety policies; works with Senior HR Director to distribute and communicate, ensure adherence to all provisions.
  • Lead and motivate change into a safety-focused culture, while supporting the organizational core values.
  • Provide leadership to Senior HR Director and COO regarding the Health, Safety, and Security strategic objectives and regulatory compliance issues.
  • Develops and maintains company OSHA programs to identify and eliminate hazardous conditions affecting team member and community safety.
  • Serve as the company expert within the field of Safety and Health when called upon to address regulatory agency compliance issues, third party safety and liability consultants and subcontractor representatives.
  • Review plans and specifications for new machinery and equipment to make sure that they meet safety requirements.
  • Conduct site visits/audits to assess and address safety, health and facility security concerns; identify hazards and recommend solutions.
  • Oversee management of Facility DOT compliance program where applicable
  • Engages with team member by safety coaching and counseling, conflict resolution and organizational environmental health and safety development.
  • Promotes a positive relationship with union and non-union team members.
  • Coordinates team member safety communications
  • Involves team members and the leadership team in the safety process; will evaluate need for organizational safety meetings across Company locations to review safety.
  • Contributes to the overall safety and security needs and objectives of the department and organization.
  • Work with Operations department to determine pre-employment physical requirements specific to each role.
  • Assist with editing/ updating job descriptions to ensure physical requirements are accurately defined.
  • Assists with the development and monitors the spending of the safety, first aid safety training, and security budget.
  • Responsible for the development of annual budget recommendations and implementation.
  • Responsible for leadership and oversight of contract security company and its on-site security officers ensuring proper staffing, training and accountability.
  • Responsible for evaluating the current security at both locations and making changes as needed to create a more secure facility.
  • Works with Maintenance Manager to conduct analyses and make recommendations regarding the potential fire hazards of buildings, materials, and transportation systems. Assist in design, install, and maintain fire prevention and suppression systems and inspect systems to ensure that they meet government safety regulations. Familiar with fire codes and regulations.
  • Direct and oversee property conservation issues, project review, emergency planning and business resumption initiatives, and coordination environmental issues.
  • Work with Senior Plant Engineer and both site Maintenance Managers to document current EPA requirements, regulations, and procedures.
  • May assist with facility representation to external regulatory agencies and supports the negotiation of penalties.
  • Submit all annual Tier II Reporting in regard to hazard material storage and response for both locations.
  • Create and manage central repository containing all permits and certifications as required by state and federal locations.
  • Stay abreast of current and emerging technical and professional aspects of this position.
  • Represent the organization in community, industry safety groups and trade associations as requested.
  • Oversight of all aspects of the company’s recycling, solid, hazardous, bio-hazardous, and universal waste programs.
