Under general direction of the Director, the Health Program Specialist I, Ombuds Specialist, in the Ombuds Office, serves as a lead and subject matter expert in the Ombuds Division for technical assistance, data analysis, and strategic planning at Covered California. The Ombuds Specialist independently performs in-depth data evaluation of Ombuds operational statistics and health policy issues within the organization. Duties may also include access to information systems containing protected enrollee information, protected health information, and personally identifying information. Business travel may be required, and reimbursement considers an employee's designated headquarters office subject to regulations and bargaining unit contract provisions. Travel expenses associated with commuting to the employee's office headquarters location are not reimbursable, other than authorized transit subsidies.   • Collect, analyze, and interpret data to inform, evaluate, and identify opportunities for process improvement.
  • Conduct workflow assessments and develop process maps to streamline operations.
  • Prepare reports and visual presentations using tools such as Excel, PowerPoint, and Power BI to communicate findings and recommendations to stakeholders.
  • Collaborate with diverse partners and stakeholders to align goals and implement solutions.
  • Demonstrate adaptability and independent judgment in managing multiple priorities and supporting continuous program improvement.

  • Ability to collect, analyze, and interpret data to inform program decisions and evaluate outcomes.
  • Experience in workflow assessments, data interpretation, process mapping, presentation/facilitation skills, problem solving skills, and workflow development based upon effective and efficient outcomes.
  • Familiarity with software programs such as Excel, Word and PowerPoint, and data visualization programs such as Power BI for data analysis, manipulation, and presentation.
  • Familiarity and knowledge of State government, healthcare systems, and insurance programs.
  • Experience working with diverse stakeholders, such as community organizations, government agencies, and healthcare providers.
  • Strong verbal and written communication skills to prepare reports, present findings, and interact with stakeholders.
  • Experience in finding common ground to solve problems within a dynamic environment with changing priorities.
  • Ability to gain support and trust through collaboration and partnership.
  • Ability to act independently with flexibility to adjust to new challenges and changes in priorities.
