About The Position

The Health Planning Administrator 3 assists the Bureau Chief in the development and implementation of the unit budget by monitoring the federal Centers for Disease Control & Prevention (CDC) grant for HIV and STIs. Under administrative direction, this role plans, directs, organizes, and manages all administrative aspects pertaining to the Sexually Transmitted Infection (STI) and Viral Hepatitis (Hepatitis) Client Services Prevention program. The position involves developing policies and procedures (e.g., HIV counseling and testing, HIV/STI clinic operation procedures for persons exposed to HIV and other STIs, and integration of adult hepatitis in all program areas). The administrator coordinates with public health department staff, healthcare providers, and other organizations to obtain investigation and surveillance information and communicate findings. Key responsibilities also include supervising lower-level supervisory and professional staff, collaborating with other bureau staff on procurement, management, and distribution of federal and state STI/Hepatitis prevention programs funds, attending controlling board and state budget or other legislative hearings as needed, appointing and/or overseeing a liaison to local community planning groups, STI services, local health departments and other community-based agencies, and preparing and delivering presentations and reports to various community groups and federal staff. Additionally, the role involves preparing and reviewing reports and other correspondence between ODH, CDC, and local program agencies, affiliates, and developing policy recommendations based on outcome reports.

Requirements

  • 5 yrs. exp. in planning and administering health programs, with experience to be commensurate with approved position description on file.
  • Completion of graduate core program in field of public health, health administration, preventive medicine, social work, nursing or other health-related field or public policy and management/public administration or business administration AND 2 yrs. exp. in planning and administering health programs, with education and experience to be commensurate with approved position description on file.
  • 2 yrs. exp. as Health Planning Administrator 1, 65245, with experience to be commensurate with approved position description on file.
  • 12 mos. exp. as Health Planning Administrator 2, 65246, with experience to be commensurate with approved position description on file.

  • Appoints and/or oversees a liaison to local community planning groups, STI services, local health departments and other community-based agencies.
  • Prepares and delivers presentations and/or reports to community groups (e.g., community planning, local/state program staff, federal CDC staff and other legislative committees) regarding STI/Hepatitis client services program.
  • Prepares and reviews reports and other correspondence between ODH, CDC, and local program agencies, affiliates and others as needed and develops policy recommendations based on outcome reports.
