About The Position

The Health Information Supervisor is responsible for managing and supervising health information staff and serves as the custodian of (client) records. The incumbent establishes policies, procedures, standards and objectives; and supervises client records functions including, record processing, analysis, concurrent review, sanctions, release of information, correspondence, storage, filing and retrieval. Serves as a liaison between clinical staff members and administration related to HIM issues. The incumbent oversees ongoing activities related to the development, implementation, maintenance of, and adherence to privacy of health information in compliance with federal and state laws and the UIHS health information privacy practices.

Requirements

  • Bachelor’s Degree in Health Information or related field, and two (2) years’ experience
  • Associates Degree in Health Information Technology or related field, and four (4) years’ experience
  • Eight to ten years’ experience and/or training in medical records or health information systems; or equivalent combination of education and experience.
  • Must have two (2) years’ experience using Electronic Health Records.
  • Must have one year experience as a supervisor managing a small team.
  • Knowledge of systems related to electronic health records
  • Knowledge of field of health information management
  • Knowledge of California State, Federal, and other applicable privacy and release of information laws, rules or regulation.
  • Must have solid understanding of computer systems and software capabilities.
  • Demonstrated use, at the intermediate level, of office software packages (word processing, spreadsheet, etc.)
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

  • Preferred AHIMA, RHIT or RHIA certified.

Responsibilities

  • Oversees the day-to day operations by providing direct supervision of staff: conducting employee performance evaluations; managing time and attendance; delegating work assignments; and assessing workload demands and staffing needs.
  • Assess HIM program needs and plans / executes budgets accordingly under the assistance of Chief Financial Officer (CFO).
  • Monitors and evaluates the quality of HIM services to ensure the quality of medical records by verifying completeness, accuracy, and proper entry into computer systems.
  • Develops organization wide process for client records storage, archiving, and retrieval.
  • Creates, updates, and revises HIM and privacy policies, procedures and practices in accordance to accreditation requirements.
  • Keeps abreast of new legislation and regulations that affect HIM.
  • Maintains compliance with state and federal, laws, rules and regulations applying to HIM functions, including Title 22 and Medicare conditions of participation.
  • Plans, organizes and manages HIM related tasks involved in the implementation and ongoing management of EHR. Including assessment of required resources.
  • Works to develop and maintain orderly and uniform electronic patient records. Identifies and communicates risks of potential problems and works toward timely solutions.
  • Assists management in the day-to-day problem solving and oversight of assigned task, ensuring project schedules are being followed.
  • Observes and implements applicable state and federal privacy and confidentiality laws, rules and regulations, including: California Confidentiality of Medical Information Act, California Patient Access Law, HIPAA, and system security requirements, HITECH Act, and Confidentiality of Alcohol and Drug Abuse Treatment Records.
  • Coordinates and maintains records of all UIHS response to all requests for release of client information, including subpoenas for records. Works with all UIHS personnel involved with any aspect of release of health information to ensure full coordination and cooperation in compliance with UIHS policies and procedures and legal requirements.
  • Adheres to and follows process for receiving complaints concerning the UIHS privacy policies and practices. In consultation with Chief Compliance Officer documents, tracks and investigates health information related complaints and takes action as necessary
  • Attends pertinent meetings and committees.
  • Serves as a resource person for all employees and UIHS staff regarding health information management.
  • Promotes and maintains a teamwork approach and positive behavior.
  • Maintains a professional, organized, and clean working environment by following organizational policies, guidelines, and safety standards.
  • Must be willing to learn more about the American Indian culture and attend at least one Cultural Presentation/Training per year.
  • Must be willing to work with American Indian/Alaska Native people and demonstrate cultural awareness and humility
  • Must be willing to deliver services in a culturally responsive manner.
