About The Position

The Health Information Services Specialist manages the full process of medical record requests, ensuring timely dissemination of incoming patient records and communications and the release of outgoing patient information. This role coordinates legal and risk‑related inquiries with appropriate departments and processes all requests in compliance with clinic and departmental procedures, state and federal regulations, and HIPAA requirements. The Specialist maintains current knowledge of release‑of‑information rules, provides education as needed, supports medical record reviews for governing agencies and value‑based care partners, assists requestors in accessing protected health information (PHI), and uses electronic health record systems to efficiently fulfill requests.

Requirements

  • High School diploma or equivalent
  • Minimum of one year experience in medical office environment
  • Proficient with electronic health information record (EHR) systems.
  • Working knowledge of medical terminology
  • Intermediate computer skills, including accurate keyboarding and proficiency with Microsoft Office applications.
  • Any combination of experience and training which provide the equivalent scope of knowledge, skills, and abilities necessary to perform the work.

Responsibilities

  • Ensure all authorizations for release of protected health information are valid and in compliance with the organization’s policies, State and Federal regulations and HIPAA guidelines, including 42 CRF Part 2 as it applies to Mental Health and Chemical Dependency records. Release records as appropriate for the entire RiverStone Health Clinical Division.
  • Conduct risk review audits for insurance companies and HEDIS audits for Medicare, as requested.
  • Complete records requests for worker’s compensation companies, Social Security Disability determinations, value-based care partners and other outside agencies.
  • Evaluate incoming medical records, scan documents, distribute incoming mail and route incoming faxes to the appropriate staff for processing.
  • Serve as a resource for the entire clinical division in answering patient, provider and employee questions and concerns relating to authorization for release of protected health information.
  • Assist with workflow training and HIPAA compliance for the Clinical Division.
  • Obtain and enter information into the State of Montana Vital Records database as needed for the completion of Death Certificates for patients of the RiverStone Health Clinical Division.
  • Handle incoming phone calls related to medical records, providing information and support to patients and authorized external agencies.
  • Coordinate with Fiscal to create invoices for outside organizations, such as legal representation and other agencies as appropriate when releasing records.
  • Send lab letters with provider notes for results within acceptable limits to patients for the entire Clinical Division.
  • Assist county coroners as needed.
  • Work closely with RiverStone HIPAA Compliance Officer.
  • Perform other duties as assigned in support of RiverStone Health’s mission and goals.
