About The Position

This is a Selected Exempt Service (SES) Health Educator - SES position working for the Lee County Health Department. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensure proper coverage, and complete timesheets. This is specialized work under the direction of the Health Educator Consultant. This position is responsible for the day-to-day clerical operations of a WIC site. It requires a high degree of accuracy, involves close interactions with other personnel of the CHD, and maintenance of confidentiality. Responsible for the supervision of staff Including appraisals, planning and directing their work, approving leave, having the authority for hiring, and taking disciplinary action or effectively recommending such actions. Travel to all sites may be involved in the performance of duties. This position may serve clients who speak only Spanish, Creole, or other languages. It may require performance of initerpreter duties, if bi-lingual, or implementation of the Department’s Limited English Proficiency Plan.

Requirements

  • Knowledge of prenatal, breastfeeding, postpartum, infant and child nutrition.

  • Ability to conduct fact-finding research when conducting monthly inventories.
  • Bachelor’s or master’s degree from a US accredited College or University in nutritional science, community nutrition, clinical nutrition, dietetics, or public health nutrition.  WIC Procedure Manual DHM 150-24, Chapter 6, Section 6-5b.
  • Experience working as a Nutriiton Educator for the Florida WIC Program
  • Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.  Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to threats involving any disaster or threat of disaster, man-made or natural.
  • This position will abide by all state and federal laws, rules, and DOH policies and procedures.
  • Incumbent will have access to records containing social security numbers in the performance of job duties.
  • Incumbent must possess a valid Florida Driver License and have a reliable motor vehicle to carry out these duties.
  • Selected immunizations or titers and/or periodic screening for tuberculosis may be recommended for this position.
  • This position is authorized to transport confidential information outside of established DOH-Lee facilities and must comply with parameters defined in DOHP 50-10.
  • This position is classified as sensitive. This individual will perform tasks defined as sensitive and handles confidential information. Background screening is a condition of employment.

Responsibilities

  • SUPERVISION: Supervises direct reports including motivating, training, providing guidance, and direction. Develop expectations and meet with staff regularly to discuss performance, complete performance reviews, and discipline action, if needed. Maintains vacation and work schedules to ensure proper coverage and completes timesheets. Ensure all staff complete required training and are offered additional training. Consults with agency’s Clerical QA and Training Coordinator to address areas needing improvement or additional training.
  • CLINIC ADMINISTRATION DUTIES: Manages the security, inventory levels, and storage of special formula, Electronic Benefits Transfer cards, and breastfeeding supplies. Ensures the clinic is well organized by maintaining the client schedule, workflow processes, and maintaining administrative documentation. Collaborate with other WIC supervisors to ensure appropriate staffing and resource distribution. Ensure clinic call log is worked by the close of business daily.
  • Calibrates anthropometric equipment per DHM 150-24 manual. Ensures site follows proper maintenance of bio-hazardous materials according to FDOH and CHD requirements. Ensures staff follow FDOH and Lee CHD policies regarding prevention of blood borne pathogen transmission. Ensures staff follow DHM 150-24 guidance on cleaning and documentation of cleaning of single user electric breast pumps.
  • Ensures clerical staff conducts eligibility interviews, issues benefits, including special formula and Electronic Benefits tranfer Cards in accordance with DHM 150-24. Ensures clerical staff advises participants regarding redemption procedures, rights and obligations, program procedures, and vendor/participant concerns. Offers voter registration opportunity.
  • Ensures clerical staff collects and records medical data in accordance with DHM 150-24, assesses client’s immunization status and refers to CHD immunization department or healthcare provider if delinquent. In addition, ensures that bio-hazardous materials are maintained according to FDOH and CHD requirements. Follows FDOH and Lee CHD policies regarding prevention of blood borne pathogen transmission. Cleans electric breast pumps returned to the site per department policy.
  • NUTRITON RISK DETERMINATION AND DOCUMENTATION: Determines nutrition risk eligibility of clients in accordance with DHM 150-24. Documents services provided in accordance with State WIC Office documentation guidelines. Correctly identifies all high-risk clients, completing an individual high-risk care plan using the SOAP format. Refers all medically high-risk clients to the licensed dietitian. Completes FL-WiSE System data entry ensuring to complete all required screens before the end of the day services are provided.
  • NUTRITION EDUCATION: Provides individual nutrition education contacts, adapts nutrition education content based on need of the client using the VENA concept to provide appropriate nutritional counseling.
  • CLIENT REFERRALS: As necessary, refers client to appropriate outside agency, documenting referral. Assigns appropriate food packages. Completes FL-WiSE system data entry ensuring to complete all required screens before the end of the day services are provided.
  • BREASTFEEDING: Protects, promotes and supports breastfeeding; assures local site reflects a Breastfeeding Friendly atmosphere. Assists with organization and maintenance of breastfeeding supplies for site and issues manual breastpumps per Local Agency guidelines. Promotes breastfeeding classes with all prenatal clients. Refers clients to Breastfeeding team as needed.
  • ADMINISTRATIVE: Completes assigned administrative projects and reports in a timely fashion. Participates in Quality Assurance activities. This position has the responsibility of being the Alternate Key Custodian for the Lehigh WIC secure area(s) at the Lehigh WIC location and will perform related duties as defined in DOHP 50-10. Manages clinic’s records management and coordinates with WIC Administration to ensure proper procedures are followed for “itemized storage/disposition requests” of records per DOHP 250-6-18.
  • OTHER: Performs other duties as assigned to include outreach activities.
