This position is responsible for advanced level work with the Escambia County Health Department (Escambia CHD) requiring specialized skills and independent decision making. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensure proper coverage, and complete timesheets. This position will coordinate breastfeeding services for the Women, Infants, and Children (WIC) Program and supervise WIC Health Support Technicians and Breastfeeding Peer Counselors. Provide technical assistance for community partners including hospitals, businesses, childcare centers, maintain breastfeeding equipment inventory, and collect and analyze data related to breastfeeding initiation and duration to inform best practices within the WIC program and the community. This position performs a wide range of duties under the limited supervision of the Health Services Manager B-SES. Travel may be required. Coordinate WIC Breastfeeding Services: Mains International Board-Certified Lactation Consultant (IBCLC) certification. Manages breastfeeding promotion and support services in all Escambia WIC clinic sites. Establishes agency wide protocols to enhance and support breastfeeding. Reviews and develops breastfeeding education materials to be used by WIC. Manages monthly breastfeeding pump inventory and maintains required documentation. Collects and analyzes data on breastfeeding initiation and duration in various populations and geographic areas. Reviews Escambia’s five quarterly breastfeeding (BrF) reports for our BrF rates. Monitors breastfeeding high-risk report for contacts monthly. Collects monthly services and phone contacts report from BrF Peer Counselors. Monitors overdue Pump Loan report and contacts clients for pump return by phone and certified letter when necessary. Submit all reports to state office in timely manner. Makes recommendations to WIC program coordinator for evidence-based interventions to increase breastfeeding rates based on data. Develops or approves outline and class materials for monthly breastfeeding classes and breastfeeding education provided to all new WIC prenatal. Provides or monitors staff providing individual instruction and follows-up for high-risk breastfeeding women and their infants enrolled in the WIC Program. Manages complex breastfeeding problems and makes medical referrals as needed regarding infant nutritional status and breastfeeding. Coordinates care with medical providers as needed. Serves as Designated Breastfeeding Expert (DBE) for the Escambia CHD WIC. Community Breastfeeding Promotion: Prepares and delivers presentations on breastfeeding as a public health issue. Provides technical assistance to hospitals, childcare centers, businesses, and other community organizations interested in supporting breastfeeding. Plans in-services for WIC and other Escambia CHD staff. Instructs visiting students and medical residents on promotion and support of breastfeeding as a public health issue. Counseling & Collection of Anthropometric Data Performs nutrition assessment and provides client centered interactive individual nutrition counseling for low-risk WIC participants. Documents counseling in FL WiSE. Identifies high-risk clients and refers to the Nutritionist. Obtains anthropometric data on women, infants, and children as needed. Ensures appropriate documentation of breastfeeding services in client’s medical record. Ensures early contact with all new breastfeeding mothers to evaluate postpartum nursing. Other related duties as assigned.
