About The Position

We are seeking a highly proactive, execution-oriented Head of Regulatory Compliance to build, operate, and scale Anza’s regulatory compliance function during a critical growth phase of its mortgage insurance platform. This role is suited for a legal and compliance leader who thrives in startup environments, embraces ambiguity, and translates complex legal and regulatory requirements into practical, scalable operational solutions. As a technology-forward company, Anza expects its compliance leaders to leverage tools, process design, and disciplined execution to deliver a compliance program that is regulator-credible, GSE-ready, and built to scale, while serving as a key regulatory-facing leader for the organization. Embedded in the business, the Head of Regulatory Compliance works cross-functionally across Legal, Finance, Risk, Operations, Product, Engineering, and Technology to maintain the effectiveness of the compliance program as the company grows and evolves. The role provides senior management and the Board with clear visibility into Anza’s compliance posture through effective reporting, risk identification, and issue management, and acts as a business enabler by partnering with teams to support innovation while maintaining regulatory integrity—balancing risk management with a pragmatic, forward-looking approach that supports sustainable growth.

Requirements

  • Juris Doctor from an accredited law school.
  • 10 –12+ years of experience in insurance regulatory compliance, insurance regulatory law, or a closely related regulated financial-services environment.
  • Hands-on experience working with regulators, regulatory filings, and examinations, preferably insurance regulators.
  • Demonstrated ability to build and operate compliance programs, not just advise on them.
  • Strong written and verbal communication skills, including regulator- and GSE-facing correspondence.
  • Proven ability to operate independently, prioritize effectively, and execute in a fast-moving environment.
  • Comfort working in early/growth-stage or transforming organizations where structure is still being built.

Responsibilities

  • Design, implement, and continuously improve Anza’s regulatory compliance framework applicable to a private mortgage insurer and its holding company system.
  • Develop and maintain compliance policies, procedures, controls, and monitoring programs that are clear, practical, and audit-ready.
  • Establish compliance risk assessments, annual work plans, and tracking mechanisms suitable for a fast-growing organization.
  • Own day-to-day compliance with applicable state insurance laws and related state and federal regulatory requirements (FCRA, Section 8 of RESPA, GLBA) governing a private mortgage insurer.
  • Serve as the primary regulatory liaison, coordinating and supporting regulatory filings, examinations, inquiries, and follow-up responses, and managing regulator interactions with professionalism, credibility, and responsiveness.
  • Translate applicable regulatory requirements into operational guidance for underwriting and servicing operations, risk, data, and technology functions.
  • Monitor regulatory developments and advise on applicability and implementation.
  • Design and implement governance and operational structure to oversee and monitor Anza’s ongoing compliance with the Private Mortgage Insurer Eligibility Requirements (PMIERs), ensuring proactive identification of opportunities and gaps and that Anza timely and accurately meets reporting obligations to the GSEs.
  • Coordinate PMIERs submissions, certifications, documentation packages, and responses to GSE information requests.
  • Partner with Legal, Risk, and Operations to ensure ongoing PMIERs readiness as the business, products, and organizational structure evolve.
  • Design and execute compliance monitoring and testing activities that scale with the business.
  • Identify, document, and remediate compliance issues, including root-cause analysis and corrective-action planning.
  • Track issues to resolution and escalate material matters to senior management and the Board as appropriate.
  • Act as a trusted advisor on regulatory compliance matters.
  • Develop and deliver compliance training that is relevant, practical, and aligned with Anza’s business model.
  • Partner with Legal Operations, ERM, and Technology to leverage tools and workflows that support compliance tracking, documentation, and reporting.
  • Support compliance aspects of vendor management, outsourcing, and third-party relationships, including data-sharing and operational dependencies.
  • Contribute to process design that reduces friction while maintaining strong compliance controls.
  • Prepare clear, concise compliance reporting for senior management and the Board, highlighting risks, trends, and remediation progress.
  • Support Board and committee materials related to regulatory and PMIERs oversight.
  • Maintain well-organized, current compliance documentation suitable for regulatory exams and GSE reviews.
