About The Position

The HAP Program Integrity & Compliance Analyst is a non‑supervisory compliance position responsible for ensuring the accuracy, integrity, and regulatory compliance of Housing Assistance Payments (HAP), recertification‑driven subsidy changes, TRACS and Yardi data synchronization, occupancy reporting, and administrative compliance processes across MDHA’s affordable housing portfolio, including third‑party managed sites. This role combines technical HAP and subsidy expertise with the administrative and operational responsibilities typically assigned to a Compliance Manager and helps strengthen internal controls, mitigate audit findings, and support portfolio‑wide compliance under HUD Handbook 4350.3, TRACS guidelines, and MDHA policy.

Requirements

  • Strong written and verbal communication skills, including the ability to explain complex regulatory issues clearly.
  • Ability to interpret federal regulations and apply them to real‑world operational scenarios. Strong working knowledge of HUD Handbook 4350.3, TRACS, HAP processing rules, and subsidy calculations.
  • High level of accuracy, attention to detail, and follow‑through. The ability to perform work with or without accommodation requires the ability to sit, stand, and walk; dexterity of the hands; clarity of vision, speech, and hearing; the power of observation; and other physical duties as required. Excellent organizational, administrative, and documentation skills.
  • Proficiency with Yardi or similar housing management software and strong Excel skills.
  • Ability to reconcile complex financial and tenant data sets across multiple systems.
  • Bachelor's degree in accounting, Business, Public Administration, Finance, or a related field; equivalent combination of education and relevant experience may be considered.
  • Minimum five (5) years of experience in HUD housing programs, affordable housing compliance, HAP reconciliation, or a closely related field.
  • Demonstrated experience with TRACS and HAP voucher processing.

Responsibilities

  • Review and validate monthly HAP vouchers for MDHA‑managed properties.
  • Reconcile HAP registers, tenant data, subsidy drawdowns, and ledger activity.
  • Investigate and resolve TRACS fatal and warning errors.
  • Monitor initial, annual, and interim recertifications for timeliness and accuracy.
  • Identify issues that impact subsidy levels or create noncompliance.
  • Assist with file reviews, deficiency tracking, and documentation follow‑up.
  • Collaborate with site teams and Compliance Managers to ensure timely corrections and documentation
  • Review occupancy and vacancy reports to ensure alignment between unit status and HAP billing.
  • Monitor HUD over‑housed and under‑housed reports and coordinate corrective actions.
  • Validate alignment of tenant and occupancy data across TRACS, HUD systems, and Yardi
  • Review and monitor gross rent changes, payment standards, and related rent structure adjustments for HUD compliance.
  • Ensure accurate updates to TRACS, Yardi, and tenant accounts.
  • Monitor repayment agreements for regulatory and policy compliance.
  • Calculate tenant refunds and retroactive charges based on corrections.
  • Track and document overpayments and underpayments to HUD and coordinate resolution with Finance.
  • Conduct HAP, occupancy, and subsidy integrity reviews for third‑party managed sites submitting vouchers directly to HUD.
  • Identify discrepancies and follow up with third‑party managers to resolve issues.
  • Support Senior/Lead Compliance Managers in formal third‑party audit and monitoring activities.
  • Provide reconciliation documentation, data extracts, and corrective action evidence for HUD audits, Management and Occupancy Reviews (MORs), and internal audits.
  • Identify trends, risk factors, and recurring errors and recommend corrective actions and process improvements.
  • Work closely with the Management Analyst and IT/Systems staff on reporting tools, data quality, and systems improvements.
  • Assist in developing and updating standard operating procedures (SOPs) related to HAP, occupancy, and reconciliation workstreams.
