Transportation Engineer III, IV, or V: Performs highly advanced and complex transportation engineering work in one or more functional areas such as bridge construction, bridge maintenance, structural analysis and design, and research. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product. Essential Duties: Transportation Engineer III: Performs advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts Performs data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and/or plan development. Performs highly complex structural analysis of bridge designs Performs structural review of complex forming, false work and erection details. Acts as a consultant to supervisors of special maintenance crews Acts as a consultant to staff engineers to coordinate construction operations Analyzes and assists in the resolution of contract problems and disputes Assists Area Engineers with construction contract administration matters Assists districts with bridge inspection-related matters Develops and/or reviews engineering related documents, correspondence, reports and remediation plans. Develops specifications for special bridge design details and projects. Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support. Inspects structures for impact damage and/or construction problems and may design emergency shoring to prevent collapse of damaged structures. Investigates materials failures or fabrication problems; reviews test data and assists in determining cause of failing materials. Leads/trains professional and technical staff. Analyzes and assists in the resolution of contract problems and disputes. Makes presentations and represents TxDOT. Performs inspections, structural evaluations and analyses of bridges and related structures that have appraisal and condition ratings or are recommended for closure. Recommends bridge replacement, bridge rehabilitation and repair of damaged bridges. Resolves differences between contractors and inspectors. Reviews and checks special designs and solutions for unique structural problems. Reviews designs and detailed drawings of bridges and related structures prepared by other engineers and technicians. Reviews literature, technical data, material specifications and procedures. Reviews shop drawings, plans, specifications, estimates, supplemental agreements and change order requests. Coordinate with District and Area offices on design, plan preparation, construction, and maintenance matters. Develops training courses and materials. Performs other job responsibilities as assigned. Transportation Engineer IV or V - Performs all of the above duties plus: Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and/or prepares and delivers a written evaluation of the consultant's performance. Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements. Performs other job responsibilities as assigned.
