About The Position

The State of Vermont's Homeland Security Grant Unit (HSGU) is seeking a Grants Management Specialist II to help manage and oversee major federal and state grant programs that support emergency preparedness and public safety across Vermont. This role will serve as a key resource to municipalities, contractors, and state partners, ensuring grant funds are administered effectively, compliantly, and in alignment with program goals. The Specialist will work under the direction of HSGU leadership but will have significant autonomy to apply your professional judgment and expertise.

Requirements

• Bachelor’s degree or higher in business management, accounting, public administration, or related field AND three (3) or more years of experience with managing grants, public administration, or related field.
• OR Five (5) or more years of experience with managing grants, public administration, or related field.
• OR One year (1) or more of experience as a Grants Management Specialist I.
• Must pass a federal secret clearance to retain employment. This may take longer than the normal six (6) month probationary period but employment in this position may be terminated for failure to obtain a secret clearance.
• Employment in this position may also be terminated if the employee is not able to maintain a secret clearance.

Responsibilities

• Manage the full lifecycle of assigned grant programs, from implementation through monitoring and closeout
• Provide guidance and technical assistance to municipalities, subrecipients, contractors, and agency staff on federal and state grant requirements
• Coordinate and conduct grant monitoring reviews; evaluate compliance and prepare written monitoring reports and determination letters
• Track deliverables, timelines, and performance to ensure projects stay on scope and meet established goals
• Develop and improve systems, policies, and processes to increase efficiency and strengthen compliance
• Collect, analyze, and report program data to state leadership, legislators, federal partners, and other stakeholders
• Assist with training workshops and develop written guidance materials
• Support quality assurance efforts to ensure accurate reporting and documentation
• Assist with state contracts and Memorandums of Understanding
• Contribute to database and software improvements related to program planning and reporting
