Responsibilities: The primary focus of grants management is Grants and Cooperative Agreements with direct recipients. Pre-Award support: Assist with drafting Notice of Funding Opportunities (NOFOs) and posting NOFOs in grants.gov in accordance with agency procedures. As requested, processes grant/agreement applications used to determine the selection of grant/agreement awards. Review grant/agreement applications for compliance, clarity, and completeness. Conduct budget analysis and evaluation. Conduct risk assessments in accordance with 2 CFR 200.206 and agency procedures. Conduct grant award analysis for compliance with Federal laws, such as but not limited to 2 CFR Part 200 and Departmental policy. Prepare all award documentation for government review, such as but not limited to grant awards, risk and budget memorandums. This also includes creation of records in systems such as PRISM, GrantSolutions, the Fiscal Management Information System, or any other system the government may introduce in the future. Ensure that all actions assigned are accurately and completely entered into applicable systems. Systems may include ESC PRISM, Grants Solutions, and USA Spending. Assist with drafting Notice of Funding Opportunities (NOFOs) and posting NOFOs in grants.gov in accordance with agency procedures. As requested, processes grant/agreement applications used to determine the selection of grant/agreement awards. Review grant/agreement applications for compliance, clarity, and completeness. Conduct budget analysis and evaluation. Conduct risk assessments in accordance with 2 CFR 200.206 and agency procedures. Conduct grant award analysis for compliance with Federal laws, such as but not limited to 2 CFR Part 200 and Departmental policy. This also includes creation of records in systems such as PRISM, GrantSolutions, the FHWA's Fiscal Management Information System (FMIS), or any other system the government may introduce in the future. Ensure that all actions assigned are accurately and completely entered into applicable systems. Systems may include ESC PRISM, Grants Solutions, and USA Spending. Complete and maintain compliant electronic award files as prescribed by the government. Participate/engage in meetings as required. Communicate with recipients and other agency personnel, as needed, in a timely and a professional manner to process required documentation. Provide guidance to agency personnel and assigned grant recipients, sub-recipients, and other stakeholders on matters related to grant management to ensure efficient pre-award processing. Post-Award support: Provide analysis and recommendations on matters related to grant management to ensure efficient administration. Examine grantee progress and reports, follow-up with recommended refinements, and provide observations as necessary. Analyze recipients' reimbursement request for compliance with award terms and conditions and provide recommendation for approval or disapproval. Draft amendments and complete supporting documentation for the Agreement Officer’s review. Initiate and process the closeout of grants and cooperative agreements in accordance with applicable agency procedures, guidance and regulations. Participate/engage in meetings as required. Provide monitoring of recipient performance. Provide guidance to agency personnel and assigned grant recipients, sub-recipients, and other stakeholders on matters related to grant management to ensure efficient administration Compliance, Policy & Procedural support: As requested, analyze grants management current or new/updated policies, procedures, regulations, rules, and methods governing the administration of Federal grants, cooperative agreements, and awards. Provide technical assistance with analysis of grants-associated documents to include but not limited to application materials for compliance with NOFOs, laws, regulations, policies, and procedures impacting the Cooperative Agreements and Non-State Grant Awards Division. Assist with creating materials in support of the Cooperative Agreements and Non-State Grant Awards Division to include but not limited to, Standard Operating Procedures (SOPs), templates, presentations, reports, briefings, training material and procedural guidance. As requested, complete or update grants-related databases, workload trackers, spreadsheets or any other data gathering system/format provided. Information must be accurate and provided in a timely manner. One of the 3 maintains workload trackers, databases, spreadsheets; produces the Monthly Status Report data tables (actions completed/in-progress/stalled; obligations/deobligations; aging); maintains the order records repository (reports, roster, milestones, meeting minutes). Supports building/updating SOPs, templates, briefings, and training materials; supports policy/procedure analyses as assigned. Support/Backup: Floats between task areas to absorb peak workload (either pre-award package assembly or post-award closeout support).

Requirements

  • Bachelor’s degree
  • Minimum of four years of direct Federal grants and/or Federal acquisition experience.
  • Thorough knowledge of the Federal Assistance practices and policies.
  • Expert understanding of the full grant lifecycle.
  • Expert knowledge of the application of 2 CFR 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
  • Must be able to clear a federal background investigation - Applicants selected will be subject to a government security investigation.

Nice To Haves

  • Direct experience supporting Federal agencies and Federal competitive grant programs is preferred.
  • Knowledge and familiarity using systems such as PRISM and GrantSolutions is preferred.
  • Knowledge of and familiarity with Federal construction grant programs and infrastructure projects is desirable.
  • Proficient with using available Microsoft technology, such as Lists, SharePoint.
  • Familiarity with Google products is a nice-to-have.
