About The Position

The Grants Compliance Manager ensures the Urban League of Rochester maintains strong internal controls, clear processes, and consistent compliance practices for all grants and contracts. This role serves as the policy and process owner, maintaining the playbook, checklists, and templates for compliance activities. The focus of this position is to ensure that financial, programmatic, and administrative requirements of all grants are followed, and that the organization remains audit-ready at all times.

Requirements

  • Bachelor’s degree in accounting, finance, business administration, public administration, or related field
  • Minimum of three years of experience in nonprofit finance, auditing, grants compliance, or related roles
  • Working knowledge of 2 CFR 200 (allowability, allocability, reasonableness)
  • Familiarity with federal, state, and private grant regulations
  • Strong Excel skills (including pivots and lookups) and comfort with grant billing portals
  • Strong analytical, organizational, and documentation skills
  • Ability to interpret and apply complex funder rules
  • Effective communication and training skills
  • Ability to manage multiple deadlines and maintain consistency across programs

Nice To Haves

  • Prior experience conducting internal audits or compliance reviews is preferred

Responsibilities

  • Serve as the owner of compliance policies and processes: maintain playbooks, checklists, and templates.
  • Conduct monthly spot checks/internal testing of payroll allocations, timesheets, procurement (three-bid process), subrecipient monitoring, and documentation sufficiency.
  • Maintain and monitor a Compliance Calendar for reporting deadlines, monitoring visits, and single-audit PBCs.
  • Track compliance issues and findings, ensuring corrective actions are implemented and closed.
  • Prepare and maintain audit-ready files by award and coordinate PBCs with auditors and monitors.
  • Review grant files to ensure completeness, accuracy, and alignment with funder requirements.
  • Ensure timely and accurate reporting to funders in coordination with program directors and finance staff.
  • Work with program directors to ensure proper documentation collection and maintenance.
  • Review payroll allocation reports for accuracy, allowability, and proper documentation.
  • Provide staff training on compliance expectations, documentation requirements, and reporting procedures.
  • Support process improvements that strengthen internal controls, consistency, and accountability.
  • Partner with the Grants Accounting/Billing team to align compliance findings with grant billing and revenue reporting.
  • Communicate compliance expectations clearly to program and administrative staff.
