About The Position

The Nebraska State Historical Society is seeking a knowledgeable and motivated individual to serve as the organization's Grants and Procurement Officer. As a member of the Finance Team, this position is accountable for managing all aspects of the agency's procurement process of goods and services, including but not limited to providing assistance regarding purchasing and state requirements to staff at multiple locations; creating and managing contracts for all agency divisions; coordinating Request for Proposals, Invitation to Bid, and other required processes; and reporting and related accounting tasks. This position is also accountable for managing all aspects of the grants program life cycle, including researching, writing, applying, monitoring, reporting, processing payments, and reporting and related accounting tasks. This integral position will be key in identifying and developing grant funding opportunities for Nebraska State Historical Society to carry out its mission.

Requirements

  • Minimum Qualifications: Associate degree in public or business administration, accounting, or any discipline related to the work assigned.
  • One year of experience in administrative, business management or technical support work including collecting and interpreting statistical, financial, program, or administrative data; or interpreting laws, rules, regulations, and processes.
  • Experience may substitute for education on a year-for-year basis.
  • Regular and reliable attendance is required.
  • Knowledge or understanding of grant administration.
  • Effective communication skills, both written and verbal, with all stakeholders.
  • Ability to manage multiple projects with different funding streams and fiscal years concurrently.
  • Ability to understand and apply rules, regulations, guidelines, policies, procedures, and other work directives.
  • Excellent problem-solving skills, including the ability to establish priorities and make decisions, and know when outside expertise is needed.
  • Great attention to detail.
  • Strong organization skills, able to multi-task, and can manage time to meet changing priorities.

Nice To Haves

  • Experience with the Enterprise system used for state accounting and procurement.
  • Procurement certification from Department of Administrative Services - State of Nebraska.
  • Experience with grant management, including federal grants and related requirements.

Responsibilities

  • Prepares, reviews, and submits vendor bids, contracts, product and service specifications, and other administrative documents to ensure complete accurate and proper procurement of services, supplies, and equipment.
  • Oversees contract management and other procurement tasks.
  • Meets with and guides agency representatives about general procurement procedures and contract questions, provides advice to ensure compliance with state statutes and other requirements.
  • Conducts administrative/research projects; analyzes and interprets agency policies, legislation, and data; prepares reports, correspondence, and related accounting tasks.
  • Obtains and maintains procurement certification as required by Department of Administrative Services Materiel Division.
  • Maintains working knowledge of procedures and requirements necessary to apply for federal funds, including developing instruction and application forms.
  • Researches federal, state, and private grant funding sources.
  • Advises project staff to availability of grant opportunities, and of approval or disapproval of grant applications.
  • Prepares grant applications including financial documentation, monitors funds including documenting match funds, ensures compliance with Special Conditions to grants and advance funds.
  • Ensures all reports, related accounting tasks, and other required documents are submitted in a timely manner, including end of year reports and final reports.
  • Monitors status of all grants to projects as required through reviews of audit reports and ensures follow-up action is taken when necessary.
  • Other Duties as assigned within the scope of the classification.
