About The Position

CSS, Inc. is seeking a full-time Grants and Agreements Coordinator/Program Analyst to support the National Oceanic and Atmospheric Administration (NOAA) Office for Coastal Management (OCM). This role will primarily assist the Business Operations Division (BOD) with Acquisition, Administrative, and Financial services for OCM. The successful candidate will perform analytical duties across various functional areas, including federal grants, interagency agreements (federal and nonfederal), finance, and communications, with limited guidance. Key responsibilities include developing reports and analytical products, reviewing grants and agreements, and evaluating program performance and quality management processes through data analysis. The position requires strong communication and collaboration skills within team environments, an interest in integrating new technologies, and working with management to implement enterprise-level data solutions. This is an in-office position located at NOAA OCM in Charleston, SC.

Requirements

  • Bachelor's degree (BA/BS) plus 5 years of experience in a related business field.
  • Background in Federal funding assistance, Federal grants, and Interagency agreements.
  • Proficient with computers, particularly Microsoft Office (Word, Excel, PowerPoint, Outlook) and Google Drive tools (Docs, Sheets, Slides).
  • Strong professional oral and written communication skills.
  • Excellent interpersonal skills for teamwork and collaboration.
  • Demonstrated ability to build and maintain relationships with Federal management, colleagues and external partners.
  • Self-starter capable of working independently in a small team environment with minimal supervision.
  • Experience working with or supporting high-level management, and ability to handle sensitive or confidential data.
  • Ability to follow standard operating procedures (SOPs) and guidance documents and the ability to create or update SOPs as needed.
  • Ability to pass a National Agency Check (NACI) and maintain it throughout the duration of employment.

Responsibilities

  • Support and promote grants management best practices to ensure compliance with internal control requirements.
  • Provide administrative liaison support to grant applicants, recipients, and NOAA officials for matters related to funding announcements and awards.
  • Coordinate development of a grants plan with BOD Grants Coordinator.
  • Generate reports on grant and agreement status, delinquencies, and related metrics.
  • Serve as non-federal program officer for requests for applications and awards; and coordinating with appropriate federal program officer for inherently governmental functions.
  • Participate in and document grant-related meetings and briefings.
  • Obtain and maintain Program Officer certification as required.
  • Serve as the OCM point of contact and office-wide coordinator for current and planned agreements, ensuring compliance with congressional legislation and federal policies, procedures, and regulations.
  • Develop and maintain a real-time Annual Agreements Plan to track the status of all agreements from development through submission, funding, execution, and close- out.
  • Provide technical assistance to OCM federal managers and staff in developing funded and unfunded agreements, ensuring compliance with legal and financial requirements.
  • Prepare, review, submit, and facilitate agreement packages through administrative review, legal clearance, and allotment processes.
  • Collect data and information to support the preparation of data call responses.
  • Coordinate with Budget Execution personnel on the receipt of funds for grants and agreements, ensuring proper obligation and expenditure in accordance with regulations, appropriations, and policies.
  • Identify opportunities to streamline workflows and enhance efficiency by researching and applying innovative technologies and solutions.
  • Develop expertise and serve as subject matter expert for the eRA Grants System, providing guidance, support, and training to ensure effective use.
