About The Position

The Division of Parks and Recreation (DPR) is seeking a Grant Specialist to manage grants and funding associated with the Great Trails State Program (GTSP). GTSP is administered through the Grants and Outreach Program within the Division of Parks and Recreation to advance trails in North Carolina through grant funding. The position is responsible for ensuring funded projects adhere to grant requirements through on-site evaluations and administrative oversight. This role combines fieldwork with administrative tasks, requiring knowledge of sustainable trail design, grant management processes, and fund management.

Requirements

  • Bachelor’s degree in sociology, psychology, political science, business administration, public administration, or related field from an appropriately accredited institution AND three years of experience related to the specific program assignment; OR An equivalent combination of education and experience.
  • Must have a valid driver’s license issued from within the United States or be able to obtain one within 90 days of employment.

  • Demonstrated experience of grants, budgeting and/or funds management.
  • Demonstrated experience of grant tracking and/or compliance.
  • Demonstrated experience creating easy to read and understand reports and/or graphic presentation materials.

Responsibilities

  • Knowledge of the principles and practices of local, state and federal government administration.
  • Demonstrate working knowledge of grants, budgeting, and funds management.
  • Work directly with the public and grantees to answer questions regarding grant programs as well as provide technical support to applicants.
  • Prepare grant contracts, contract amendments, and financial forms.
  • Managing funds for new trail construction, maintenance, repairs, and land acquisition.
  • Review and approve request for grant reimbursements while assuring that all contractual obligations are met and all state and federal rules and regulations are met.
  • Provide accurate and consistent grant tracking, accounting, and reporting information to members of the Department and Division staff and development of an annual report outlining the grant program accomplishments.
