This position is responsible for overseeing, leading, and promoting the development and implementation of multiple criminal justice-oriented grant initiatives in North Carolina. This position will lead a team that administers a portfolio of federal grants, for which Governor's Crime Commission serves as the state administering agency or financial administrator. This position leads the team in developing services, operational plans, and analyzing information related to program objectives, strategies and budget. This position makes recommendations to management and the GCC members concerning the future direction and impact of programmatic initiatives. Specific responsibilities include: Overseeing, leading, and promoting the development and implementation of multiple criminal justice-oriented grant initiatives in North Carolina. Managing team that administers a portfolio of federal grants, for which GCC serves as the state administering agency or financial administrator. Managing teams in developing services, operational plans, and analyzing information related to program objectives, strategies and budget. Make recommendations to management and the GCC Commission members concerning the future direction and impact of programmatic initiatives. Collaborating with statewide coalitions and advocacy groups in the criminal justice and victim services arena, including North Carolina Child Advocacy Centers, North Carolinians Against Gun Violence, the NC Coalition Against Sexual Assault, the NC Coalition Against Domestic Violence, the NC Victims' Assistance Network, the NC Domestic Violence Commission, the Coalition on Juvenile Justice, the NC Sheriff and NC Police Executive associations, other state agencies, and both local and state organizations to address current funding needs. This position may also assist with the administration of grants assigned to other teams or be assigned to complete independent cross-functional projects as well as perform additional duties as assigned by hiring manager. The employee in this position is expected to be responsible for leading, supervising, and directing the work of a professionally diverse team that administers and/or direct planning and management of grant funded activities across the state. The employee will lead the team and provide guidance in developing requests for applications, reviewing applications, providing technical assistance to grantees, monitoring program implementation progress, and ensuring that GCC's grants planning and program implementation processes and plans align with federal programmatic requirements and represent best practices in program effectiveness. About the Governor's Crime Commission The Governor's Crime Commission Grants Management and Planning Section manages Federal grants and State funds for the benefit of criminal justice related programs within the State. These grant programs include but are not limited to these federal grants: Juvenile Justice and Delinquency Prevention Title II, Victims of Crime Act, Violence Against Women Act, Children's Justice Act, Paul Coverdell, Byrne Justice Assistance Grants, Community Violence Intervention Program, Residential Substance Abuse Treatment, Project Safe Neighborhood and Byrne State Crisis Intervention Program, as well as, state legislative funding to address specific issues. The Planning Section supports the Commission in planning funding priorities for grant monies, assures the efficient management of these funds, and ensures subgrantee compliance with Federal and State regulations. This section develops studies for emerging issues within North Carolina's criminal justice system, to include problem identification, data analysis, and development of strategies and presentation of recommendations. Additionally, this section assists in the development of the Commission's recommendations to the Governor and the Secretary of the Department of Public Safety for improvements in the effectiveness, efficiency, and fairness of North Carolina's criminal justice system. Furthermore, this Section has programmatic knowledge and expertise.

Requirements

  • Bachelor's degree in a field related to the area of specialization, preferably including course work in methods of social research, from an appropriately accredited institution and four years of experience in a field directly related to the specific program assignment; or an equivalent combination of education and experience.
  • Bachelor's degree in a field related to the area of specialization should be in Criminal Justice, Criminology, Crime Analysis, Sociology, Social Research, Social Work, Criminal Justice Administration, Grant Administration, etc.
  • four (4) years of experience in a field directly related to the specific program assignment must be in criminal justice with grants administration.

Nice To Haves

  • Working knowledge of Federal and State programmatic and financial guidelines associated with grants being administered (such as the Federal Financial Guide, Code of Federal Regulations, laws/policies).
  • Working knowledge evaluating techniques of grants management issues.
