About The Position

This position is responsible for maintaining Contractor Outcomes of the Government Property Management System and assisting in reporting and self-assessing as applicable to each business unit. This includes the maintenance of records and issuance of required contractual and FAR reports concerning government-owned property from its receipt at the company to its final disposition after contract completion or termination. Position includes support of self-assessments and the Government’s annual survey of the Government Property Management System. Requirements

  • Bachelor’s degree plus 2 or more years related experience.
  • Each higher-level degree, i.e., Master’s Degree or Ph.D., may substitute for two years of experience. Related technical experience may be considered in lieu of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education.
  • Solid working knowledge of FAR part 52.245-1 and 45, DFARS part 245 and other contract clauses impacting government property.
  • Excellent interpersonal and influencing skills to interface with government representatives and internal departments.
  • Ability to exercise discretion and independent judgment.
  • Excellent planning, time management, and organization skills.
  • Sound interpersonal skills used when interfacing, coordinating, and negotiating with Company personnel, customers, and suppliers.
  • Ability to use computers to prepare appropriate reports and documents.
  • Proficiency in use of word processing, spreadsheet, and database development programs (such as Word, Excel, ERPs, and Access).
  • Ability to make decisions using sound judgment while complying with policies, procedures, appropriate principles and applicable state and federal laws and regulations.
  • Ability to develop/demonstrate research and presentation skills.
  • Excellent computer skills.
  • Excellent communications skills.
  • A security clearance or access with Polygraph is not required to be eligible for this position. However, the applicant must be willing and eligible for submission, depending on program requirements, after an offer is accepted and must be able to maintain the applicable clearance/access.

Nice To Haves

  • Prefer knowledge of UID Registry and DCMA Etools.
  • Prefer Certification in National Property Management Association (NPMA).
  • Prefer Experience in a Defense Contracting environment.
  • Writing skills must be adequate to write procedures implementing FAR/DFARS changes and make the necessary reports and correspondence.
  • Good working knowledge of in-plant managerial relationships and operations.
  • National Property Management Association (NPMA) membership and certification as a Certified Professional Property Specialist (CPPS) is preferred.

Responsibilities

  • Maintain auditable records of government-owned property located at the facility and associated vendor/subcontractor facilities or other alternate sites. Ensure records include authority to have the property and an audit trail of acquisition, receipt, identification, records, physical inventory, utilization, reports, sub-contractor control, maintenance, disposition and contract property closeout.
  • Assist in preparing internal and external reports pertaining to government property. Maintain auditable backup data and files e.g. Loss, Theft, Damage or Destruction of property (LTDD); Reports of Discrepancy (RODS); report applicable property in the Item Unique Identification (IUID) registry; annual report of property for tax purposes; and reports of inventory and Plant Clearance.
  • Ensure that assets are received properly, and are identified and added to the appropriate system
  • Ensure compliance with company policy and procedures, contractual and FAR/DFARS requirements.
  • Involved with reviews of vendor/subcontractor’s control of government property in coordination with management and Purchasing, Subcontracts Departments and Program Management. This may be accomplished through site visits.
  • Assist in the performance of self-assessment of compliance to published procedures, contractual and FAR/DFARS requirements. Coordinates aspects of the analysis by interfacing with appropriate department personnel and the DCMA’s Property Administrator, if necessary, secure any corrective actions necessary.
  • Assist in appropriate phases of the Government’s survey of a Line of Business, (LOB) site’s Government Property Management System. Assist in the review and resolutions of deficiencies noted during the survey are immediately addressed by informing the responsible supervisors of the findings, recommending solutions and assisting in the development and implementation of the corrective action plan.
  • Work with Contract Administrators and Program Managers to ensure that excess government property is identified before period of performance is completed. Arrange for the disposal of all excess government material, equipment, vehicles, weapons and ammunition as coordinated with the Government’s Plant Clearance Officer and Procuring Contracting Officer.
  • Provide work status to manager on an established basis.
  • Create, update and maintain records (active and retired) in current and accurate status reflecting the various life cycle events (cradle to grave) including maintaining supportable evidence via soft or hard copy of the life cycle transactions.
  • Identify property issues and potential practical and simple solutions and present them to management.
  • Demonstrate ability to use Government systems.
  • Able to perform other duties as needed.
  • Conduct Government Property Physical Inventories.
  • Maintain up-to-date knowledge of relevant discipline(s), industry practices, trends, and applications.
  • Maintain a safe work environment and ensures compliance with safety objectives and policies.
  • Share responsibility of self-development with immediate supervisor.
  • Maintain an awareness of regulatory changes and their impact on contracts.
  • Maintain the strict confidentiality of sensitive information.
