About The Position

This is a team lead position responsible for independently performing advanced level work under the limited supervision of the Senior Management Analyst Supervisor in the Program Integrity Section, Financial Administration & Budget, Division of Early Learning. Duties require a substantial degree of independent activity to conduct performance reviews and audits of a complex administrative program for the Division. This position involves administrative, fiscal and program oversight responsibilities for the statewide delivery of School Readiness and Voluntary Prekindergarten programs. Duties require knowledge and understanding of federal and state statutes and regulations governing the administration of these programs. As a team leader this position provides supervision of activities of the Accountability unit’s programmatic reviews of early learning coalitions and is the primary contact for assigned reviews. Participates in Accountability Reviews (to include onsite monitoring) of the early learning coalitions and statewide contracts to evaluate operational effectiveness and ensure compliance with School Readiness, Child Care Resource and Referral, and Voluntary Pre Kindergarten statutory and regulatory requirements, and Agency Rules and policies

Requirements

  • Knowledge of principles of governmental organization, budgeting, auditing, and accountability.
  • Knowledge of EFS Systems.
  • Knowledge of the Early Learning Programs and the Florida Department of Children and Family system is preferred.
  • Knowledge of basic management principles and practices.
  • Experience in editing and proofreading documents and reports.
  • Experience writing for and/or testifying before high-level executives expressing sensitive conclusions and recommendations based upon quantitative and qualitative data.
  • Proficient in using Microsoft Office software to create presentations and spreadsheets, specifically Access, Excel, PowerPoint, Word
  • Skilled in the functionality of database processes and data analysis.
  • Ability to understand new policies and procedures and educate others in the implementation of such.
  • Ability to identify problems and utilize problem-solving techniques.
  • Ability to provide excellent customer service and treat others with courtesy, respect and dignity.
  • Ability to present a positive image.

Responsibilities

  • Coordinates and disseminates assignments to team to facilitate the desk and on-site monitoring and reviews of early learning coalition activities.
  • Provides administrative guidance, mentoring and support to field unit as needed.
  • Ensure team members meet deadlines.
  • Implements and maintains a project tracking system to ensure that programmatic reviews and monitoring reports are completed on time and meet administrative requirements.
  • As assigned, prepare, update and review tracking system for annual monitoring results.
  • Communicate with supervisor and team regarding project status and outcomes.
  • Coordinates special projects, special reviews, and prepares and analyzes the risk assessment/trends process.
  • Assists with the design and management of projects and reviews to ensure timely completion.
  • Common field methodologies include surveys, analyses of program outcomes, on-site examinations, interviews, conducting focus groups, file reviews, and review of coalitions service plans, continuity of operations plan (coop), annual reports, fiscal reports, plan amendments, eligibility, data security, reimbursement and fraud prevention.
  • Reviews documents or interface with appropriate coalition or statewide contractor and DEL staff to ensure compliance with applicable VPK and School Readiness statutory, regulatory and best practice requirements.
  • Document findings and prepare written recommendations for implementation of new systems, procedures or organizational changes.
  • Prepare and analyze findings of Accountability unit’s reviews to ensure quality, and make recommendations as needed.
  • Edit and proofread reports and other written materials.
  • Provides customer service to both internal and external customers.
  • Makes reasonable effort to adhere to established safety procedures and practices in the workplace.
  • Provide related technical assistance, including action planning, attending on and off-site meetings, giving direction for organization development, reimbursement practices.
  • Provides explanation of findings to local Early Learning Coalition (ELC) staff and board members.
  • Assist with preparing periodic risk assessments for ELC and other entities.
  • Serves as backup in performing Annual Fiscal Compliance Monitoring Tasks, as needed
  • Reviews policies, procedures, guidelines and state and local plans and evaluate the impact on operations and identify potential problems and recommends appropriate corrective action.
  • Assist in the development of monitoring tools and guidance including the development of forms and reports.
  • Performs other duties as assigned.
