About The Position

Incumbent reports to work with and assists the Operations & Management Consultant II - SES in the duties related to the managerial position including, but not limited to, the preparation and administration of the SHINE Outreach Program Curriculum, including outreach policies and procedures for all external beneficiary and local program outreach-related needs. PAY: Salary will be commensurate with experience and qualifications, ranging from $50,584.68, annually.

Requirements

  • Four (4) years of professional experience in the field of business/management analysis, community and social services, or a related field; or
  • A bachelor’s degree from an accredited college or university with a major in the field of business administration or community and social services; or
  • A combination of education and professional experience in the field of business/management analysis, community and social services, or a related field.

Responsibilities

  • Promote and update all beneficiary education content, and outreach presentations, and assist with local SHINE Program outreach needs through multiple learning formats including Articulate Storyline, learning management platforms, digital communications platforms (i.e. Teams, Zoom, etc.), and other alternative technologies.
  • Conduct regular updates to outreach materials, beneficiary fact sheets, PowerPoint presentations, and online outreach modules. Ensures that all tangible outreach and supporting documentation is distributed to the field and maintained online. Distribute all outreach materials to beneficiaries, volunteers, and support staff within 7 business days of creation or updates. Incumbents must be able to develop an expert level of understanding on all Medicare-related items and must be able to research, comprehend, and deliver complex Medicare-related information in an easily digestible format as new information becomes available.
  • Responsible for providing technical oversight and ensuring timely updates to metadata, workflows, and data tracking systems that support SHINE outreach efforts. This role involves coordinating updates to JavaScript and Visual Basic programming used to develop web-based materials and consumer products related to SHINE. The incumbent collaborates with SHINE staff to create and utilize interactive and web-based outreach technologies aimed at enhancing the accessibility of Medicare information and resources. Additionally, the role includes managing the SHINE website by uploading new files and making necessary revisions to existing documents.
  • Responsible for the design, implementation, maintenance, and monitoring of data tracking systems in support of SHINE, SMP, and MIPPA outreach operations. This would include cross training and utilization of the SHINE training database, online outreach modules, in-person outreach, and outreach technical applications. Performs detailed research and analysis of laws, policies, procedures, programs, and updates related to Medicare and health insurance for the aged and disabled.
  • Handles all of the correspondence tracking items, to include external written correspondence, client calls, client requests for information received via the SHINE website, and client requests for information via Facebook or other social media avenues. The incumbent must do the necessary complex Medicare research for outreach components and responses to clients. They are also responsible for updating all of the SHINE Program Outreach materials.
  • Assists with design and implementation of grant-funded initiatives to demonstrate innovative service delivery models. Participation includes preparation of management materials, assistance with the development of organizational protocols, establishment of quality assurance standards, and involvement with workgroup activities that support the initiative. Provides staff support for internal and external activities involving the Department and partners from the aging network, state agencies, stakeholder groups, and other entities relevant to meeting project objectives. Maintain up-to-date knowledge of federal and state laws and rules pertaining to the oversight of the outreach program.
  • Possess strong written and oral communication skills, required for public speaking and report writing, uses correct grammar, punctuation, and spelling. Is detail oriented and able to enter data accurately into a computerized system. Able to navigate multiple computer screens, applications, and online research engines. Basic proficiency in Microsoft Windows Operating environments and Office Suite products to include Word, Excel, Outlook, PowerPoint, OneDrive, and SharePoint.
  • Ability to prepare clear, complete, concise, and accurate records, reports, correspondence, and other documentation in a logical format within established timeframes.
  • Ability to demonstrate a professional and courteous demeanor. Ability to establish and maintain cooperative working relationships with the public and staff. Ability to work independently and with teams at the unit and agency where appropriate.
