About The Position

Will conduct organizational studies and evaluations on office procedures providing technical assistance and developing procedures to assist Division of State Lands programs to operate more efficiently and effectively. For the Bureau of Real Estate Services:  Assists the Contract Manager for statewide contracts by ensuring that information pertaining to contractors is updated and accurate.  Assists the Bureau’s Closing Section in reconciliation and development of operational, performance, and status reports including, but not limited to, closings, quarterly, P2000, legislative budget request, and Performance Based Program Budgeting reports as needed. Ensures compliance with all statutes, rules, current policies, and acquisition procedures in regard to all land acquisition activities of the section.  Assists with received real estate title products including document review, establishing project files, research and document preparation for further review and approval for use with real estate acquisition projects. Provides the Contract Section with copies and all tasks issued for each contract and will perform report development and maintain tracking system of all task assignments associated with statewide contracts.  Monitors and provides technical quality, receive required reports and deliverables, and ensure that contractors adhere to contract schedule.  Maintains accurate records regarding contract balances and approve invoices, notifies supervisor of problems or potential problems encountered with any change orders or task assignment issues and changes in contract/project management.  Provides copies of all tasks to the Bureau of Finance and Accounting.  Maintains each task with the proper funding code information used within each bureau and encumbered amount.   For Bureau of Appraisal:  Independently coordinates, organizes, and evaluates administrative activities associated with the contract process. Types technical appraisal documents and reports prepared by the Bureau of Appraisal staff. This complex process includes all payment procedures; reviewing submitted information for accuracy, identifying and solving problems and compliance with Florida Statutes; maintaining current information on division policies regarding contractual services and interpreting and implementing these policies as directed; procuring required information; coordinating and working with the Department Contracts Coordinator in finalizing contracts for presentation to contractors. Monitors task and reconcile open contracts with other state agencies. Mails applications for the Division’s approved appraiser list. Types advertisement for Bureau’s contractual work and prepares large mailings.  Opens responses to applications for the Division’s approved appraised list. Opens responses to solicitations for appraisal work and list results in the electronic database pursuant to the selection process.  Provides typing and spreadsheets as needed for staff.  Monitors quality assurance of database relied upon by bureau staff. Collects, evaluates and monitors data to ensure fields are input correctly in regard to contractual services and for reporting to management when system revision is needed. Gathers and provides monthly, weekly and special reports to management as requested. Creates and maintains project files.  Perform other duties as assigned by supervisor.

Requirements

  • Knowledge of: administrative principles and practices; office procedures and practices; the methods of data collection; the principles and techniques of effective communication.
