Attendance is an essential function of this position. This position reports to the Senior Management Analyst Supervisor in the Monitoring & Employment Contracting Section of the DVR Bureau of Vendor and Contracted Services. This is a highly responsible professional position requiring the incumbent to act as contract manager over complex direct service contracts for employment and independent living services.

Responsibilities

Conducting annual reviews of all current standard operating procedures for onboarding and ensuring compliance with Federal and State law
Assisting in the leading of the Monitoring and Compliance Unit (MECU) in provider due-diligence inquires in alignment with Federal and State law
Participating in drafting and update of the provider services manual
Conducting an initial call with new providers to provide technical assistance and training
Conducting qualifications review and onboarding new employment specialists, as appropriate.
Enforcing provider performance of applicable terms and conditions
Evaluating provider performance and informing management of issues with service delivery, including but not limited to
Assisting in the leading of the MECU team, in the absence or vacancy of the MECU lead, in conducting bi-annual monitoring reviews in accordance with State law
Providing recommendations to the MECU lead, Assistant Bureau Chief and Bureau Chief of the Bureau of Vendor and Contracted Services regarding process improvement in bi-annual monitoring
Coordinating with field staff to complete technical assistance calls and meetings for service providers.
Maintaining complete, comprehensive, current, and well-organized records
Providing technical assistance and training to provider
Annual risk assessment and annual monitoring plan for direct service providers
Participating in ongoing and scheduled monitoring, including both desk-top and on-site activities
Development and enforcement of corrective action plans, as deemed necessary
Evaluating provider effectiveness and recommending improvements to ensure optimum service delivery.
Participating in provider technical assistance calls, when requested or needed
Preparing and conducting training/presentations, as assigned
Performing research, preparing reports, and presenting to management, as appropriate.
Review programs, services, forms and reports, and confers with management and users to identify problems and improvement
Designs, evaluates, recommends, and approves changes based on need and analysis
Assist the supervisor in developing and implementing records management programs and assures compliance with required state agency programs
Assist the supervisor in process improvement plans within the monitoring and contracting unit and the bureau
Providing technical assistance and training to both DVR area liaisons and providers
Preparing and conducting training/presentations as assigned
Performing contract and/or program related research, preparing reports, and presenting to management, as appropriate.
The incumbent also performs other related duties, as assigned.
