About The Position

Swoop Technologies has a mission to organize and make accessible the world’s military and critical infrastructure. We are building a distributed operating system, SwoopOS, that decomposes the world’s equipment into a distributed robotic embodiment upon which a new generation of distributed systems, autonomous systems, and agentic AI can be built and deployed using our SDK, Valhalla, and operated via our browser, Surf. Imagine the world’s equipment - consisting of the electrical grid, communications architectures, manufacturing facilities, and militaries as a trapped supply of inputs possessing the potential to ensure Western military advantage, sovereign control of economically competitive manufacturing capacity, or the creation of a grid that fosters energy dominance. Swoop is liberating these trapped assets, allowing them to contribute to the world’s future as a series of building blocks to be combined at the speed of software, limited by only the hard constraints of physics and the soft constraints of safety. That is what Swoop is building. Not in the data center or cloud or edge on-premise computing node. In the physical world. This is a hybrid position that requires someone based in Washington DC metro region who can work in-office 3+ days per week By its nature, Swoop Technologies cuts across business units, organizational verticals, and government departments and agencies in a disruptive yet highly relevant manner. The individual in this position will lead the end-to-end lifecycle of federal defense contracts, particularly in the OTA and non-traditional vendor space. Support of these contracts will involve proposal efforts, contract negotiation & compliance, contract management & modifications, and contract close-out. This role works closely with the legal and proposal teams as well as across the spectrum of Swoop's accounting, business operations, program, and engineering teams. They must be able to multi-task at the tactical level yet support broader strategic engagements and opportunities as Swoop Technologies rapidly expands into different government and defense markets. Our deployment of Swoop solutions requires a natural ability to integrate into high performing technical teams who meet urgent operational requirements for customers. Requirements

  • 5+ years managing government contracts with key stakeholders
  • Ability to obtain and maintain a US security clearance
  • Demonstrated history of negotiating with government agencies
  • Deep understanding of US government contract capture, contract structures, and proposal processes
  • Experience with OTA and FAR/DFAR based contracts
  • Expertise working collaboratively with technical and non-technical teams alike, with a shown ability to bring teams together to respond to critical contract needs
  • Ability to assess the financial and legal impact of rapid-pivot project shifts
  • Working location in Washington DC

Responsibilities

  • Manage relationships between Swoop and government agencies, contracting officers, and other external stakeholders
  • Combine expert understanding of defense contracting with excellent negotiation skills to support national security through Swoop’s product innovation
  • Develop strategy for successful business targets on priority accounts and develop content for contracting officers and customer leadership
  • Lead the strategy and execution of Other Transaction Agreements (OTAs) through various Consortia and direct government engagement
  • Create contract language and negotiate terms with government agencies and other stakeholders
  • Take deep expertise in Swoop software solutions to demonstrate how we support the critical mission needs of existing and potential defense and other government customers
  • Negotiate complex Data Rights and IP clauses to protect company innovations while meeting government "Open Architecture" requirements
  • Lead negotiations of non-standard terms in a way that balances government transparency with private-sector agility
  • Work closely with Swoop engineering teams, proposal writing, and executive teams to provide information, support, and advice on contract-related matters
  • Oversee the administration of GSA schedules maintenance, government reporting, and overall supervision of Swoop’s product offerings to ensure contract compliance
  • Make Swoop’s deeply technical product offerings easily accessible for both technical and non-technical audiences
