About The Position

This is an exciting opportunity to help shape the quality of health care in Florida. We are seeking to hire a Government Analyst II who desires to work to enhance the delivery of health care services through the Florida Medicaid Program.  This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team based work environment. This position is located in the Bureau of Medicaid Policy. Medicaid Policy is responsible for the development, coordination, and implementation of Florida Medicaid program policies, including: all Medicaid federal authorities (e.g. the Florida State Plan, 1115 waivers and home and community based waivers), administrative rules, coverage policies, managed care plan contracts, bill analyses, drug utilization review boards, preferred drug lists, supplemental rebate contracts, and KidCare/Title 21. This position is responsible for supporting the research, planning, development, coordination, implementation, and evaluation of Florida’s behavioral health system redesign and transformation initiatives under the Florida Medicaid program and related Agency programs. The incumbent assists with policy development, program analysis, stakeholder coordination, and implementation activities to support a modernized, integrated behavioral health delivery system consistent with Agency priorities and federal and state requirements.

Requirements

  • Four years of professional experience in health policy, behavioral health programs, Medicaid programs, public health programs, or health care program administration.
  • Four years of professional experience conducting research, analysis, or program evaluation related to health care, behavioral health, or public programs.
  • Four years of experience preparing technical or professional written materials such as policy documents, reports, analyses, or program guidance.
  • Four years of experience managing or coordinating complex assignments or projects with multiple stakeholders and deadlines.

Responsibilities

  • Assist in the planning, development, and implementation of Florida’s behavioral health redesign and transformation initiatives, including integration of mental health and substance use disorder services within the Medicaid delivery system.
  • Support the development of program structures, operational processes, and implementation strategies designed to improve access, quality, coordination, and cost-effectiveness of behavioral health services statewide.
  • Assist in the development and evaluation of program initiatives designed to address service gaps and improve behavioral health outcomes.
  • Support system redesign activities through analysis of service delivery models, provider capacity, and network performance.
  • Assist in identifying operational challenges and recommending program improvements to leadership.
  • Monitor implementation progress and track key transformation milestones and deliverables.
  • Assist in the development of implementation plans, work plans, and timelines.
  • Support the coordination of transformation initiatives across Agency divisions and partner agencies.
  • Assist in the development and maintenance of behavioral health program policies and procedures to ensure compliance with Agency goals and federal and state laws, rules, and regulations.
  • Assist in drafting policy language for contracts, amendments, guidance documents, technical assistance materials, and program communications.
  • Support development of policy guidance related to behavioral health services and delivery system reforms.
  • Assist with review and analysis of federal guidance, waiver requirements, and state statutes impacting behavioral health programs.
  • Track and monitor policy development activities to ensure timely completion and alignment with Agency priorities.
  • Maintain knowledge of federal and state behavioral health policies, including Medicaid requirements and delivery system trends.
  • Conduct research on behavioral health service delivery models, financing strategies, and program innovations.
  • Analyze programmatic and operational data to support behavioral health transformation initiatives.
  • Assist with data collection, validation, and interpretation related to behavioral health services and system performance.
  • Prepare written reports and analyses summarizing research findings and program impacts.
  • Assist with development of programmatic and fiscal impact analyses for proposed policy or program changes.
  • Conduct fact-finding and environmental scans to support program planning activities.
  • Organize complex information into clear and useful formats for decision-making.
  • Assist with development and implementation of behavioral health transformation projects and initiatives.
  • Support development of program designs, operational procedures, and implementation tools.
  • Assist in development of legislative reports, grant proposals, and program documentation.
  • Assist with preparation of legislative budget requests and program proposals, as assigned.
  • Monitor program implementation activities and identify areas for improvement.
  • Assist with development of performance metrics and outcome measures.
  • Support quality improvement activities and program evaluations.
  • Assist with preparation of program status reports and executive briefings.
  • Provide technical assistance to Agency staff, managed care plans, providers, and stakeholders regarding behavioral health program policies and initiatives.
  • Assist with coordination of meetings and workgroups related to behavioral health transformation activities.
  • Prepare briefing materials, presentations, and reports for Agency leadership.
  • Support stakeholder outreach and engagement activities.
  • Assist with responding to legislative and executive office inquiries.
  • Participate in meetings, workshops, and conferences related to behavioral health services.
  • Establish and maintain effective working relationships with internal and external stakeholders.
  • Perform other duties as required.
