About The Position

RTX Global Ethics & Compliance (“GEC”) has an outstanding career opportunity for an ethics and compliance professional to become part of our Ethics & Compliance Officer (“ECO”) program as a Corporate Ethics & Compliance Officer (ECO). This Associate Director position is for an experienced ethics and compliance professional and will report to the RTX Global Ethics and Compliance Officer. This ECO position will provide critical management support across all aspects of the ethics program, working closely with RTX Corporate and Business Unit GEC leadership to drive a strategic, proactive, collaborative, and harmonized approach that fosters and enhances our values-based culture of compliance across the global RTX enterprise. The position will also serve as the lead ECO for the majority of the RTX Corporate functions, working closely with employees and leaders to reinforce RTX’s values, Code of Conduct, support Corporate leaders and employees, serve as a reporting channel, manage inquiries, provide training and communications on GEC topics, conduct and support ethics and compliance reviews, assessments, and visits, support investigations as needed, and support leader and managers in their ownership of championing and empowering a culture of ethics, compliance, and integrity. The ECO role will also conduct conflicts of interest (COIs), post-government employment, and similar reviews, collaborate across corporate and Business Unit GEC and other key functional stakeholders on policy development and data/trend assessments, and support other key GEC program elements.

Requirements

  • Typically requires a University Degree or equivalent experience and minimum 12years prior relevant experience, or an Advanced Degree in a related field and minimum 10 years of experience.
  • Proven sound and fair judgment, outgoing and approachable nature, ability to work in strict confidence and demonstrate discretion and ability to communicate in an honest and straightforward manner
  • Prior experience working with leaders and managers to drive and reinforce an ethics and compliance focused culture.
  • Prior experience or familiarity in relevant laws and regulations, e.g., EU Whistleblower Directive, U.S. post-government employment rules, FAR Mandatory Disclosure, etc.
  • Prior experience working within a cross-functional, matrixed organization.
  • Prior experience collaborating with others and managing multiple deadlines simultaneously.
  • Prior experience guiding and influencing decisions and driving change.

Nice To Haves

  • Experience developing command media and policy.
  • Knowledge and understanding of SAP and similar ERP systems.
  • Experience with Tableau, PowerBI and/or similar data analytics tools.
  • Experience using CORE, SixSigma, or other business processes improvement programs to drive efficiencies and improvements.
  • Experience setting and drafting policy and procedure documentation.
  • Strong written and verbal communication skills, with demonstrated ability to deliver crisp, relevant messaging up, down and across the organization.

Responsibilities

  • Conducting conflict of interest reviews including current and post-government employment, new hire and occasioned COIs for most RTX Corporate employees including coordinating with Legal, HR, and the GEC investigations team as appropriate.
  • Triaging RTX Corporate matters that come in through the RTX Speak Up Helpline.
  • Responding to Inquiries for RTX Corporate that come in through the RTX Speak Up Helpline.
  • Continuously identifying and leveraging best practices across the enterprise in a collaborative and flexible manner to significantly improve on existing processes.
  • Recommending and implementing enhanced processes around selection, training, recertification, and engagement with the RTX Corporate ECO population
  • Supporting leadership efforts to own, champion and empower a culture of ethics, compliance and integrity.
  • Serving as a trusted advisor to leadership teams .
  • Attending and actively participating in leadership meetings and events.
  • Serving as a point of contact for employee questions and concerns.
  • Performing intake and triage as appropriate.
  • Providing training and communication on Speak Up, the Code of Conduct, our Values, and policies and procedures.
  • Providing LECO management and oversight.
  • Cascading RTX messaging/requirements (supplementing as appropriate).
  • Conducting and/or supporting E&C reviews, site assessments, and site visits.
  • Conducting post-investigation check-ins with parties and witnesses to confirm implementation of follow-on actions and to protect against retaliation.
  • Analyzing trends, identifying risk areas and planning actions (preventative and responsive)
