About The Position

Basic level knowledge of computerized Geographic Information System (GIS), Global Positioning Systems (GPS) and Computer Aided Drafting (CAD) with limited supervision. Performs work relating to the design, implementation, and maintenance of a GIS. Converts hand drawn as-builts and electronic maps/designs to features files and properly codes for GIS reference. Incumbents in this position will be held to the District’s Gold Standard for Customer Service.

Requirements

  • Basic knowledge and understanding of integrated GIS/GPS/CAD principles, systems, and technologies.
  • Basic knowledge of cartographic principles and standards; experience with GPS and cartographic data collection techniques.
  • Ability to compile and integrate cartographic data from a wide variety of sources for inclusion in map manuscripts; skills to create, edit and maintain geospatial data through use of GPS and digitizing techniques.
  • Ability to effectively present information and respond to questions from groups of colleagues, supervisors, management, customers, and Regulators.
  • Dedicated to a high level of ethics and cultivating a safety first culture.
  • Intermediate level experience and knowledge of using personal computers with the ability to work in MS Office and other applicable software applications
  • Must possess and maintain valid Florida driver’s license and a driving record satisfactory to the District and its insurers.
  • Understanding of geographic, statistical, mathematical, and computer science theory, methodology, applications, and techniques.
  • Ability to read and interpret spatial data, maps, charts, graphs, plans, spreadsheets, and survey notes.
  • Requires knowledge of cartographic, geographic, statistical and mathematical theory.
  • Basic knowledge of ArcToolbox geoprocessing tools for analyzing, editing, and converting data.
  • Skills to edit and process geospatial data; ability to develop and manage spatial databases and computer programs to support GIS functions.
  • High School plus two years of experience and GIS Certificate (preferred) or
  • Two years of college (Associate’s Degree with major course work in Geographic Information Systems (GIS) or
  • Four years of college (Bachelor’s Degree with major course work in Geographic Information Systems (GIS), Geography, Computer Science, Computer Mapping, and Geomatics)
  • Any combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essentials of the job.

Responsibilities

  • Applies basic knowledge of GIS, GPS & CAD with limited supervision.
  • Reviews new construction and maintenance work orders to ensure requirements of engineered drawings were met and construction activities and records are following the Districts Operations and Maintenance (O&M) Manual.
  • Basic knowledge in using GIS processes and tools to support the creation, manipulation, editing, management, analysis, and display of spatial data with spatial databases such as SQL 16 through the use of structured query language.
  • Maintains and updates the Districts spatial database utilizing as-built sketches, field notes, CAD drawings, land surveys, GPS data, historical paper maps, and aerial photos.
  • Scans, prints, files, and manages digital records of assets after they are entered into the Districts spatial database
  • Maintains and updates the Districts map templates including system maps, leak survey reporting, storm assessments, and marketing territories.
  • Participates in compiling and presenting District assets in tabular, graphical, pictorial, cartographic, and technical drawing format.
  • Performs basic GIS analysis functions to create maps and reports to help communicate results with various departments within the District.
  • Assists in preparation of technical documentation including workflow documentation, data specifications, user manuals, standards, protocols and procedures based on industry standards.
  • Stays current with GIS trends, software, and training. Attends GIS conferences and user groups in order to keep the Districts GIS system moving forward.
  • Other miscellaneous job-related duties as assigned.
