The GIS Analyst III serves as senior technical lead and project manager supporting the BIA DRIS mission to modernize geospatial data systems and eliminate mapping backlogs related to trust lands, encumbrances, and natural resource management. This role acts as the primary interface between contractor management and the Federal COR, providing advanced GIS expertise, leadership, and oversight of parcel fabric workflows, dashboards, and enterprise GIS solutions.

  • Serve as project manager and technical lead, coordinating activities between contractor staff, federal GIS specialists, program analysts, and other stakeholders.
  • Interpret and map legal land descriptions, including trust lands, rights-of-way (ROW), leases, and other encumbrances from TAAMS.
  • Utilize ESRI Enterprise Parcel Fabric to support land records modernization and Land Area Code (LAC) migration within BIA AWS environments.
  • Design and develop geospatial dashboards, applications, and dynamic views to support DRIS leadership and Tribal initiatives.
  • Develop and maintain GIS scripts and automated workflows to improve efficiency and data accuracy.
  • Ensure all newly created spatial datasets meet BIA-compliant metadata and data standards.
  • Establish standardized templates for GIS products to ensure data consistency across projects.
  • Develop and document Standard Operating Procedures (SOPs) where none exist to support continuity and knowledge transfer.
  • Support Fee-to-Trust processes and collaborate with the Land Description and Validation (LDEV) Team.
  • Advanced knowledge of GIS principles, cartography, and spatial analysis.
  • Demonstrated experience with ESRI ArcGIS Pro, Enterprise, Parcel Fabric, and AWS-based GIS environments.
  • Strong understanding of legal land descriptions, rights-of-way, leases, and trust land administration.
  • Experience developing dashboards, applications, and geospatial workflows.
  • Proven ability to lead teams and manage GIS projects in a federal environment.
  • Ability to produce BIA-compliant metadata and documentation.
  • Prior experience supporting BIA, DOI, Tribal, or other federal land management programs.
  • Experience with Smartsheet.GOV or similar federal workflow tools.
  • Strong written and verbal communication skills for executive-level reporting.
