Performs routine and complex GIS data analyses, database, and mapping-related assignments for several city departments. To support the maintenance and development of existing and new GIS applications and the creation or updating of GIS information.
Performs a variety of Citywide GIS application development functions.
Evaluates, installs, maintains, and enhances GIS applications.
Creates custom GIS web applications for City departments.
Performs data compilation tasks that involve various types of municipal, utility and engineering data utilizing data entry and data migration and manipulation techniques.
Reads and interprets land maps, understands the properties of maps including distance, scales, and legends.
Possesses a working knowledge of GIS principles, ESRI software, topology rules, subtype and domain implementation, utility networks and cadastral principles.
Manages new and existing application projects.
Assists in the evaluation of city-wide projects for GIS databases.
Produces inter-departmental mapping products, including general mapping, GIS web applications, modeling, or specialized analytical reporting.
Provides GIS related training, assistance and technical guidance to users and staff.
Possesses a working knowledge of a GPS data collector to collect City assets and process GPS information.
Assists the GIS Manager in overseeing Citywide and regional NG911 addressing and GIS related tasks and projects.
Oversees the assignment of addresses for all properties platted or developed within the City limits and acts as a regional 911 addressing coordinator.
Acts as the CityWorks Asset Management System Administrator and possesses a working knowledge of CityWorks Designer including the ability to modify XML code.
Applies a working knowledge of spatial data workflows and procedures, robust spatial analysis, and advanced use of Esri software products such as ArcMap, ArcGIS Pro, ArcGIS Enterprise, ArcGIS Server, ArcGIS for Portal, ArcGIS Online and other ESRI partner applications.
Utilizes ESRI's model builder in the creation of spatial queries, modeling applications, and scripting program code.
Utilizes MS SQL Management Studio for the purpose of maintenance and administration of GIS Enterprise databases and related databases.
Manages the preparation and maintenance of GIS SDE databases, web services and GIS servers.
Performs a variety of office related functions, including preparing correspondence, maps, presentation materials, reports, printing materials, answering phones, and responding to inquiries from consultants and vendors, staff, and the public.
Establish and maintain effective working relationships with those contacted during business.
Performs other duties as assigned.
Bachelor's degree in GIS or related field.
Three (3) years of experience in a GIS position or related field required.
Any equivalent combination of related education and experience.
Must have a valid Texas driver's license by date of hire.
Knowledge of applicable City policies, laws, and regulations affecting Division activities.
Skill in advanced GIS application development.
Ability to present complex concepts to audiences of different levels of technical sophistication.
Ability to write clear, concise memos in non-technical terminology to brief managers and supervisors.
Ability to develop, maintain, and troubleshoot GIS web services and applications using Esri's ArcGIS for Server, Portal for ArcGIS, and ArcGIS Online.
Ability to write basic automation python scripts and processes to perform routine data maintenance and other tasks.
Ability to create extract, transform, and load (ETL) tools using ESRi's and FME's Data Interoperability Extension.
