About The Position

Chemonics seeks a GHSC-PSM Finance Lead to support the Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project. The Procurement and Supply Management (PSM) project will be the primary vehicle through which the US government will 1) procure and provide health commodities, 2) provide technical assistance to improve partner countries’ management of the supply chain, and 3) collaborate with key international stakeholders to support global health initiatives. The GHSC-PSM Finance Lead will provide overall financial management across all task orders at headquarters and across countries. This is a dynamic leadership position intended to coordinate and align financial management across task orders and the IDIQ as well as oversee the financial transition and closeout process for GHSC-PSM. This role requires proactive client engagement and the ability to work in a matrixed organizational structure with regular collaboration with the Leadership team, GHSC-PSM TO Finance teams, USG Finance team, Operations Teams and Country Programs teams. The GHSC-PSM TO Finance Managers will report directly to the GHSC-PSM Finance Lead and will continue to have a dotted reporting line to Task Order directors.

Requirements

Bachelor’s degree required, Masters degree in relevant field preferred.
Minimum 10 years of experience in financial management, budgeting and reforecasting, international development, global health, project management, and/or related areas.
Minimum 3 years managing people or teams of people.
Excellent interpersonal and communications skills to establish and maintain effective engagement with key stakeholders and foster a sense of teamwork across finance and the PSM leadership team.
Ability to navigate complex situations while mitigating risk.
Excellent analytical writing and organizational skills and advanced numerical skills required.
Demonstrated ability to communicate clearly and concisely both orally and in writing.
Willingness to travel and work abroad a minimum of 4-8 weeks per year; experience living or conducting volunteer work in developing countries.

Nice To Haves

Masters degree in relevant field preferred.
Anaplan and D365 experience preferred.
Experience managing the finances of US Government funded programs with multi-country field offices preferred.

Responsibilities

Work collaboratively with project senior leadership, including IDIQ and Country programs leadership, Task Order directors, and liaise with USG finance to implement GHSC-PSM vision, strategy and plans for financial management.
Advise on complex finance problem-solving, build consensus, identify strategic priorities and directions, and ensure successful operational implementation of financial solutions for the project.
Develop and implement strategies to optimize staff, financial performance, and mitigate financial risks for the project and the company.
Develop and provide guidance on maintaining financial systems and reports to proactively identify trends, early warnings on key risks, and opportunities, and to respond to client requirements considering multiple funding sources, and allocation requirements.
Oversee effective budgeting process, reforecasting and analysis to support leadership in decision-making.
Lead finance teams in providing efficient and effective support to Task Order and Project Leadership and ensure that contractual requirements are met.
Maintain tools for tracking and regular reporting on finance related assignments, pending tasks and process improvements to IDIQ director, TO directors and project leadership.
Lead project ongoing activities and financial closeout by coordinating with HQ and Country billable, and overhead teams to identify key financial risk factors and mitigating strategies.
Catalogue all cross-TO finance standard operating procedures, refining them as needed, and lead the development and finalization of processes and standard operating procedures for all project financial transition and closeout.
Supervise, mentor, train and evaluate staff, communicating clear performance goals and standards, offering regular performance feedback and prompt resolution of problems, and opportunities to grow and develop in key competency areas; promotes staff development through coaching, mentoring, and facilitating professional growth.
