About The Position

The Geospatial Data Science Manager will support the goals and programs of the State Resilience Office and the Maine Office of Community Affairs with expertise in geospatial data science and natural hazard risk communication. The position will support a new Flood Ready Maine initiative, which aims to provide decision makers and communities in Maine with high-quality hazard and risk information that enables informed decisions and investments in risk reduction activities. This role offers a unique opportunity to improve Maine’s resilience to flooding, storm events, and other natural hazards through data and tool development, geospatial analyses, risk communication, planning, and technical assistance, in collaboration with state agencies, Tribal governments, municipalities, regional councils, and other partners.

Requirements

  • At least four (4) years of professional work experience or equivalent education in geographic information systems, geospatial data science, environmental science, planning, public policy, climate resilience, hazard mitigation, or related fields.
  • Demonstrated proficiency in ArcGIS Pro and ArcGIS Enterprise within Microsoft Windows and Windows Server environments, or similarly related programs.
  • Excellent organizational skills with proven ability to manage multiple projects simultaneously, prioritize competing demands, and meet deadlines.

  • Knowledge of floodplain management practices, policies, regulations, FEMA standards, and resources.
  • Experience with developing, interpreting, and validating hydrologic modeling products and geospatial methods commonly used in floodplain mapping.
  • Strong analytical skills, including processing, statistical modeling, and analysis of large and diverse datasets to support MOCA’s objectives.
  • Experience developing automation tools and custom scripts (Python, ArcPy, or similar) to enhance GIS workflows.
  • Knowledge of database architecture and maintenance, and best practices for data governance and dissemination.
  • The ability to make technical geospatial information accessible to non-technical audiences using best practices of web design principles and data visualization.
  • The ability to navigate complex organizations, develop trust with senior leaders, and build trusted relationships among diverse groups of colleagues and stakeholders.
  • Familiarity with Maine’s geospatial data infrastructure, state government operations, or regional planning processes.

Responsibilities

  • Coordinate with MaineIT and other partners on the design, development, implementation, and maintenance of an ArcGIS Open Data Hub, ensuring flood risk and natural hazard data are accessible and actionable for public users and municipal decision-makers.
  • Manages projects to update community flood maps, develop inland flooding models, and produce other geospatial resources related to flooding and climate hazards.
  • Design and implement innovative geospatial data collection methodologies and analytical frameworks for climate and natural hazard assessment.
  • Translate complex flood and climate risk data into clear, actionable insights for property owners, planners, and decision makers through interactive maps, dashboards, reports, and data visualizations.
  • Support the development of a regional network of certified floodplain managers, the goals of the Flood Ready Maine initiative, and the work of the Maine Floodplain Management Program.
  • Provide geospatial expertise and technical support to programs across MOCA, including data collection, management, and analysis.
  • Collaborate with the Maine Geospatial Library, Office of Information Technology, and other geospatial professionals across state government to ensure consistent data governance, standards, and interoperability.
  • Responsibilities may include managing consultants and contractors, coordinating with partners and stakeholders, and conducting education and public engagement.
