About The Position

The GIS Specialist position creates, maintains, and verifies statewide GIS-based tax area code maps and files to ensure accurate property valuation allocation based on situs locations.

Requirements

  • Working knowledge of GIS systems, spatial data, database management systems
  • Knowledge of Geographic Information System (GIS) technology
  • Knowledge of cartography, thematic maps, mapping applications and related mathematics
  • Knowledge of Coordinate Geometry (COGO) mapping technology
  • Effective verbal, written, and listening communication skills

  • Effective in the skill of synthesizing feedback and adjusting accordingly
  • Proficient in the use of a PC in a Windows environment; in the use of the Internet; in the use of MS Office Applications such as Word and Excel, PowerPoint; and in the use of Google Suite applications such as Gmail, Sheets, Docs, and Drive.
  • Proficient in the use of systems such as ESRI based ArcGIS Desktop/Pro and Enterprise based software
  • Ability to translate legal documents with metes and bounds descriptions into GIS layers, and to prepare thematic maps as requested
  • Ability to read and analyze legal descriptions of taxing jurisdiction boundaries and determine tax area codes
  • Ability to prepare, present and explain map and GIS products/functionality to managers, users and other groups
  • Ability to work both independently and collaboratively as part of a team
  • Ability to work in a confidential manner, ensuring information is shared with internal and external individuals in an appropriate manner
  • Ability to learn LEAN concepts, principles and tool
  • Ability to understand and solve problems by applying intermediate analytical skills to include collecting all the relevant information and data needed to address the problem

  • Any combination that meets the knowledge, skills and abilities (KSA); typical ways KSAs are obtained may include but are not limited to: a relevant degree from an accredited college or university such as Bachelor’s Degree (e.g., B.A.), training, coursework, and work experience relevant to the assignment.
  • Minimum of two (2) years of GIS and analysis experience (or equivalent experience, e.g., intermediate GIS software training – (e.g., modeling and database integration)

Nice To Haves

  • Bachelor’s in in Geology or Physical Geography with an emphasis on GIS
  • Previous experience using ArcGIS Pro
  • Previous experience reading property legal descriptions
  • Previous experience using COGO (ESRI or AutoCAD)

Responsibilities

  • Integrating spatial data
  • Collaborating with stakeholders (including those focused on annexations, centrally valued property and county assessors)
  • Ensuring accuracy of property location and valuation for tax purposes.
  • Reviewing valuation compliance, developing statistical data
  • Presenting GIS information.
  • Closely coordinates and quickly resolves description/map discrepancies
  • Updates GIS layers upon changes in boundaries of newly created taxing districts
  • Works with internal annexation staff to identify property tax area codes associated with annexations
  • Coordinates with external sources such as Cities, Towns, Special districts, County Assessors, CVP taxpayers and others to ensure data quality and integrity of GIS data and requested changes
  • Provides GIS-based location analysis to support CVP review and verification of tax area code (TAC) accuracy
  • Follows documented procedures to support compliance with applicable statutes and guidelines
  • Escalates statutory or compliance-related questions to senior staff as needed
  • Remains current on all laws, regulations, policies, and best practices related to taxation through regular engagement in activities such as: self-directed research, conferring with other practitioners and technical experts.
  • Stays abreast of new GIS technologies and makes recommendations to management to optimize productivity and service
  • Completes all required training in a timely manner.
  • May complete periodic metrics, projects, huddle boards and reports as requested.
  • Prepares for and actively participates in 1:1 coaching with supervisor
  • Maximizes work processes and deliverables through lean principles within the Arizona Management System (AMS)
  • Provides recommendations for process improvement
  • Recommends and implements database changes to enable ease of data quality
