About The Position

The General Manager (GM) serves as the senior leader for the company’s California Region, with full P&L responsibility and accountability for all aspects of regional performance. This role is responsible for driving safety, operational excellence, financial results, talent development, client satisfaction, and strategic growth. Reporting into corporate leadership, the SVP/GM acts as the primary executive representative for the region—aligning regional strategy with corporate objectives while building a high-performing, accountable leadership team. Success in this role requires strong business judgment, deep operational expertise in civil and utility construction, and the ability to lead complex organizations through growth.

Requirements

  • Bachelor’s degree in Construction Management, Civil Engineering, Business, or related field (preferred)
  • Extensive senior leadership experience in civil and utility construction
  • Proven success leading a region or business unit with full P&L responsibility
  • Strong understanding of the California construction market and regulatory environment
  • Demonstrated financial expertise in budgeting, forecasting, cost control, and performance analysis
  • Ability to interpret construction drawings, specifications, and contract documents
  • Exceptional leadership, decision-making, and problem-solving skills
  • Strong executive-level communication and stakeholder management abilities
  • Willingness to travel and work extended hours as required
  • Highly organized, results-driven, and capable of managing complex, competing priorities

Responsibilities

  • Provide overall leadership, direction, and accountability for all regional operations and business functions
  • Develop and execute regional business plans aligned with corporate strategy and long-term growth objectives
  • Serve as the senior company representative with clients, partners, regulators, and internal stakeholders
  • Champion company culture, values, and a strong commitment to safety, ethics, and operational excellence
  • Oversee the planning, execution, and delivery of multiple civil and utility construction projects
  • Ensure projects meet standards for safety, quality, schedule, and profitability
  • Establish performance expectations and conduct regular operational and project reviews
  • Drive continuous improvement across operations, processes, and resource utilization
  • Maintain full responsibility for regional financial performance including revenue, margin, overhead, and cash flow
  • Review and approve budgets, forecasts, and financial plans
  • Analyze financial results, identify risks and opportunities, and implement corrective actions
  • Prepare and present financial performance reports to senior leadership
  • Ensure compliance with contractual, legal, and regulatory requirements
  • Oversee contract negotiations, change management, claims, and dispute resolution
  • Proactively identify and mitigate operational, financial, and contractual risks
  • Lead a safety-first culture and ensure compliance with OSHA, company, and client requirements
  • Hold leadership teams accountable for safety and quality outcomes
  • Promote continuous improvement in safety performance and execution quality
  • Lead, mentor, and develop regional leadership including project managers, superintendents, and support teams
  • Support recruiting, onboarding, performance management, and succession planning
  • Build a collaborative, accountable, and high-performing regional organization
  • Encourage professional development and retention of top talent
  • Drive regional growth through new market opportunities and expanded client relationships
  • Partner with business development teams on pursuit strategy, proposals, and interviews
  • Strengthen relationships with owners, utilities, subcontractors, vendors, and regulatory agencies
  • Ensure high levels of client satisfaction and repeat business
