About The Position

The Energy & Utilities Division (EU), within the Facilities and Operations Directorate, is hiring a Civil/Sanitary Engineer which will report directly to the Senior Utilities Civil Engineer. The Civil Engineer will provide design engineering and operations support to the Energy & Utilities Division. The ideal candidate will be familiar with the AE design process and the maintenance and operations of large-scale facilities and centralized and distributed utility systems, including but not limited to technical knowledge of the practices and principles of civil engineering, a knowledge of New York State sanitary requirements, and experience with public health and environmental compliance. Solid time management skills and the ability to organize, prioritize, and perform multiple projects and tasks with a high level of proficiency; acute attention to detail is required.

Requirements

  • Requires a bachelor's degree in civil engineering discipline or closely related field of study.
  • Minimum three (3) years progressively responsible related work experience that demonstrates a sound knowledge of current principles and practices in a specialized field of engineering from accredited University or College.
  • Experience in civil engineering with a focus on utility infrastructure.
  • Proficiency in AutoCAD, Revit, ArcGIS, Bluebeam and other civil design and AEC industry software.
  • Preparation of calculations, reports, specifications, and presentations.
  • Previous experience in review of shop drawings and submittals.
  • Must have working knowledge of computers and software applications i.e., Microsoft Office suite.
  • Ability to read and interpret underground utility drawings.
  • Excellent teamwork and communications skills.
  • Must be able to read, write, and verbally communicate in English.
  • Must have a valid NYS Driver’s license.

Nice To Haves

  • Master’s degree in engineering.
  • Minimum three (7) years progressively responsible related work experience that demonstrates a sound knowledge of current engineering principles and practices in a specialized field of engineering from accredited University or College.
  • Experience working with public utilities, municipalities, or large-scale utility systems is highly desirable.
  • Demonstrated experience with NYSDEC permitting, SPDES, and stormwater design standards.
  • Familiarity with 10 State Standards for water and wastewater treatment and distribution.
  • Some of Legionella prevention laws, sampling protocols, and NYSDOH compliance for cooling towers and water systems.
  • Familiarity with NYS Sanitary Code and Suffolk County Article XI.
  • Familiarity with NYS Uniform Building Code.
  • Licensed Professional Engineer or Engineer-in-Training status in New York State.

Responsibilities

  • Assist with the engineering, design, and troubleshooting the reliable, safe, and efficient operations, including upgrades of all plant equipment and systems within the Water Treatment Plant, Sewage Treatment Plant, sanitary lift stations, potable water distribution systems, and sanitary collection systems throughout the entire Laboratory.
  • Apply 10 State Standards in the design and review of water and wastewater systems to ensure regulatory compliance and operational efficiency.
  • Implement Legionella prevention strategies in accordance with New York State Department of Health (NYSDOH) regulations (10 NYCRR Part 4), including sampling techniques, backflow techniques, water management plans, and coordination with certified laboratories.
  • Ensure environmental compliance with New York State Department of Environmental Conservation (NYSDEC) regulations, including SPDES, Chemical and Petroleum Bulk Storage, water withdrawal, and water treatment chemical permitting.
  • Contributes to Utility Master Planning efforts, leverages the complete Utility Master Plan to prioritize initiatives, drive project implementation, and advance the objectives of the Energy and Utilities Division.
  • Develops and maintains a ready-to-execute queue of improvement projects, including design documents, specifications, and contract bid packages.
  • Maintains as-built drawings for proper configuration management.
  • Provides engineering support during construction, startup, and commissioning phases, including field inspections, review of change requests, and support of outage planning.
  • Evaluates plant equipment operations, issues, and life-cycle status to support management and plant supervisors in planning and implementing operational improvements.
  • Supports long-term asset management strategies, including condition assessments, remaining useful life evaluations, and capital replacement planning for utility infrastructure.
  • Supervise service, and maintenance contractors to ensure that work is performed in accordance with contract specifications.
  • Perform project manager duties on specific tasks and utility projects.
  • Collaborate with multidisciplinary teams including electrical, mechanical, facility, and environmental engineers to deliver integrated infrastructure solutions.
