About The Position

Provide leadership and overall administration of the Oklahoma State Regents for Higher Education's (OSRHE) GEAR UP project - a federally funded program aimed at early college awareness and preparation for low-income students. Advance the work of GEAR UP and OSRHE through partnerships with K-12 education agencies, higher education institutions, external business and community entities, program initiatives in other states, and national public policy organizations whose goals and objectives positively link with the student success goals of the Oklahoma State System of Higher Education. Make strategic and administrative decisions to achieve GEAR UP grant objectives.

Requirements

  • A bachelor's degree in education, public administration, or a related field is required. The successful candidate must demonstrate knowledge of K-12 and/or higher education programs and issues, with particular emphasis on student success in postsecondary education. The candidate must also demonstrate knowledge of and experience with federal grant management, including compliance with federal regulations, reporting requirements, budget oversight, and performance monitoring.
  • The position requires five (5) or more years of experience directing a broadly implemented program within a public agency or institution, including experience coordinating programs and building support and sustainability through collaboration with external agencies, entities, and project partners. The successful candidate must have experience supervising professional staff, including the ability to provide leadership, guidance, performance management, and professional development. The candidate must be able to work independently and demonstrate excellent organizational, communication, and interpersonal skills. The successful candidate must also demonstrate integrity, high expectations, commitment, respect, and a passion for a student-centered environment, as well as the ability to manage multiple priorities and meet timelines and deadlines.
  • The successful candidate must provide a cellular telephone for work-related activities and must have the ability to drive a state-owned vehicle to various worksites. A valid Oklahoma driver license is required.

Nice To Haves

  • A master's degree in education, public administration, or a related field is preferred. The ideal candidate will have experience leading professional staff and directing and coordinating large-scale educational projects, including federally funded initiatives such as GEAR UP, with an annual budget of at least $5,000,000. The candidate should demonstrate the ability to work effectively in a team environment, both as a collaborative team member and as a leader. The successful candidate will demonstrate a high level of personal integrity, a collaborative leadership style, and strong ethical standards. The candidate should also embrace feedback and constructive criticism as part of a commitment to continuous improvement.

Responsibilities

  • Provide leadership for the OSRHE's Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP) project.
  • Provide direction for activities and services for the statewide OSRHE GEAR UP project, which includes monitoring spending by districts and campuses and requiring financial reporting.
  • Lead staff development programs and projects for GEAR UP employees that contribute to their daily work and support the goals of the GEAR UP grant
  • Lead and plan activities with participating GEAR UP school districts' administration and grant partners.
  • Organize and plan the annual state GEAR UP advisory meeting.
  • Serve as cost center manager for GEAR UP project funds and remain informed on federal cost center requirements.
  • Coordinate and submit all grant-related reports required by the U.S. Department of Education.
  • Coordinate all grant-related record keeping, reviews, summaries, agenda items and evaluations for OSRHE.
  • Meet with and provide updates to the Chancellor for Higher Education as needed.
  • Represent GEAR UP and OSRHE at meetings and conferences at the state and national level.
  • Responsible for recommending hiring, firing, advancement, promotion or other changes in assigned employee status.
  • Evaluate GEAR UP staff performance.
  • Organize and conduct staff meetings, as needed.
  • Plan and help direct regional GEAR UP conferences with other states.
  • Coordinate GEAR UP activities with other OSRHE programs and projects which support K-12 student preparation for post-secondary education.
  • Maintain confidentiality with student, school and fiscal data as required by law.
  • Extensive travel is required both in state and out-of-state with overnight expected.
  • Daily attendance and punctuality at work are essential functions of the job.
  • Support the mission of GEAR UP with additional duties as needed to fulfill the grant goals.
