About The Position

The Data Manager collaborates closely with the Director of Data Management and provides operational leadership to the data management team, as designated, to support the effective use of data systems across Community HealthWorks (CoHeWo). This role focuses on the execution, administration, and continuous improvement of the organizational data systems to meet the immediate and long-term reporting, analytics, and operational needs. The Data Manager oversees the day-to-day management of data collection, organization, integration, governance practices, and analysis across multiple systems and sources, including Salesforce Nonprofit Cloud (NPC) and external partner platforms. This includes administering core data systems to support data accuracy, integrity, and appropriate security controls, in alignment with organizational policies and regulatory requirements. This role collaborates with Operations to support audit readiness, access reviews, and incident response, while escalating system-level risks through the Director of Data Management. In partnership with program, operations, and leadership teams, the Data Manager implements approved data governance practices, supports data-informed decision-making, and ensuring data systems are used consistently and effectively across the organization. Under the direction of the Director of Data Management, the Data Manager leads the Data team in managing project and program data. This includes acquiring, validating, storing, protecting, processing, and evaluating data to ensure accessibility, reliability, and timeliness for internal and external stakeholders. The role emphasizes operational excellence, data quality, staff training, and system reliability, while escalating system-wide decisions, policy questions, and risk issues to leadership as appropriate.

Requirements

  • Bachelors’ degree (B.A.) with an emphasis in data science, health, social services, psychology, communications or other related field; or at least two years of project management expertise, with experience in managing and manipulating large volume of data including proficiency in data collection, organization, analysis, and interpretation, in a health, nonprofit, social services or marketing field; or equivalent combination of education and experience.
  • Ability to read and comprehend simple instructions, short correspondence and memos.
  • Ability to write simple correspondence.
  • Ability to effectively present information in one-on-one and small group situations to funders, partners, clients, and other employees of the organization.
  • Fluency in English required; effective oral and written skills in English.
  • Ability to add, subtract, multiply, and divide two-digit numbers and to multiply and divide with 10's and 100's.
  • Ability to perform these operations using units of American money and weight measurement, volume, and distance.
  • Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions.
  • Ability to deal with problems involving a few concrete variables in standardized situations.
  • To perform this job successfully, an individual should have knowledge of Internet software and the Microsoft Office Suite of products.
  • Must be fluent in MS Excel and Word software applications, as well as possess a high level of capability with PowerPoint.
  • Knowledge of basic office equipment should include: Internet & online enrollment tools and email, copy and fax machines, postage meter and telephone.
  • A current CA driver’s license and proof of auto insurance are required.
  • Must have reliable transportation and be able to travel within Sacramento County and surrounding counties.
  • Must complete a criminal background check.

  • Medi-Cal, Covered California, and other public programs preferred but not required.
  • Salesforce Administrator certification desired but not required.

Responsibilities

  • Oversee the collection, organization, integration, and storage of data across organizational systems and platforms.
  • Implement, and maintain, and document approved data governance frameworks, standards, and definitions to ensure consistent data definitions, ownership, quality, and accountability.
  • Apply and enforce approved policies and procedures related to data access, usage, retention, and lifecycle management.
  • Serve as a subject matter expert on organizational data structures, workflows, and system dependencies.
  • Recommend improvements to data governance practices for leadership review.
  • Administer and maintain Salesforce Nonprofit Cloud (NPC) to support program, operations, and reporting needs.
  • Configure and manage objects, fields, page layouts, validation rules, reports, dashboards, and user permissions.
  • Monitor system performance, data integrity, and security settings.
  • Coordinate system enhancements, upgrades, and integrations with internal teams and external vendors.
  • Maintain system documentation and configuration records to support continuity and compliance reviews.
  • Coordinates with Operations on periodic user access reviews, audit documentation, and system-related compliance requests.
  • Manage and maintain data from multiple internal and external sources, including partner systems, billing platforms, data warehouses, and community resource tools.
  • Ensure accurate data mapping, synchronization, and reconciliation across systems.
  • Monitor data flows and interfaces to prevent duplication, data loss, and inconsistencies.
  • Lead operational efforts to standardize data formats and improve interoperability across systems.
  • Analyze data to identify trends, patterns, and insights that support program evaluation, operational improvement, and leadership decision-making.
  • Design, develop, and maintain reports and dashboards for internal management, funders, and regulatory reporting.
  • Ensure timely, accurate, and consistent dissemination of reports to internal and external stakeholders.
  • Support ad hoc reporting and complex data requests in coordination with the Director of Data Management.
  • Establish and maintain data quality standards and monitoring processes across systems.
  • Identify root causes of data quality issues and implement corrective actions.
  • Collaborate with internal teams to develop and implement data quality improvement plans.
  • Collaborate with leadership, Operations, and program staff to assess current and future data needs.
  • Develop and implement strategic plans for data systems, analytics, and governance.
  • Align data initiatives with organizational goals, compliance requirements, and funding priorities.
  • Lead and supervise team members responsible for managing project and program data.
  • Provide training, coaching, and performance feedback.
  • Foster a collaborative, accountable, and solution-oriented team culture.
  • Ensure team practices alignment with data governance, quality, and security standards.
  • Develop and deliver training on data systems, reporting tools, governance standards, and best practices.
  • Create and maintain user documentation and reference materials.
  • Provide ongoing technical assistance to ensure consistent and effective system usage.
  • Compliance training content and tracking are coordinated with Operations and executive leadership.
  • Support organizational compliance with HIPAA, funder requirements, and applicable data protection regulations by ensuring data systems are configured and used in accordance with approved policies and standards.
  • Implement and maintain role-based access controls, data segmentation, audit logs, and monitoring within data systems in coordination with IT, vendors and designated compliance leadership.
  • Participate in audits, risk assessments, and compliance reviews related to data systems by providing technical input and documentation, in coordination with Operations.
  • Escalate data privacy or security risks, incidents, or gaps to the Director of data Management and appropriate leadership.
  • Maintain system-level documentation to support compliance reviews, funder reporting, and internal controls.
  • Partner with cross-functional teams, external vendors, and community partners to enhance data integration and reporting.
  • Serve as a liaison between technical teams and program staff.
  • Promote data-informed decision-making across the organization.
  • Perform other related duties as assigned.
